CONSTITUTION AND BY-LAWS OF THE INTERNATIONAL STUDENTS ASSOCIATION (ISA)

ARTICLE I

Name

The name of the organization shall be "International Students Association", hereafter referred to as ISA.

ARTICLE II

Purpose

(a) To foster and build relationships and understanding among all Clemson University students, staff and faculty, and between American people as a whole.

(b) To represent the interests of international students at various levels in the University system.

ARTICLE III

Membership and Dues

(a) Full membership shall be open to all interested students of Clemson University.

(b) Associate membership shall be open to all interested Faculty, Staff at Clemson University and to any other interested persons in the Clemson community.

(c) There shall be a full membership fee of $10 per semester.

(d) Membership shall be maintained by the payment of the appropriate fees.

(e) Only full members can hold Executive positions however all members can nominate candidates and vote at elections as well as participate in all ISA sponsored activities.

ARTICLE IV

Officers

(a) The Executive body shall consist of a President, Vice President, Secretary, Treasurer, and a Public Relations Officer. No officer shall serve in the same post for two consecutive years. Furthermore, only one elected officer per nationality shall be represented on the Executive at any given time, unless the need arises.

(b) The duties and powers of each officer are as follows:

President
-Has overall responsibility for activities of ISA
-Is the official spokesperson for ISA
-Proposes the agenda for each meeting
-Leads all business and officer meetings
-Coordinates activities related to elections
-Coordinates overall organization of ISA
-Works directly with the ISA Advisor.

Vice President
-Assumes duties of the President in his/her absence.

Secretary
-Maintains attendance records as needed
-Takes notes and produces minutes of all meetings
-Keeps membership application records
-Attends to official ISA correspondence as necessary
-Takes accurate and formal minutes of all Executive meetings

Treasurer
-Maintains accurate records of ISA's finances
-Monitors ISA's University funding
-Develops in consultation with the Executive, ISA's University funding proposal and assists in the presentation before the Finance Committee
-Pays ISA's bills, collects and deposits revenues
-Oversees collection and records membership dues payment
-Prepares and submits periodic financial statements to the Executive and -members at least on a quarterly basis.

Public Relations Officer (PRO)
-Increases the awareness of ISA to the general Clemson community by publicizing ISA organized activities,
-Speaks on behalf of the Association when necessary
-Coordinates the compilation and publication of ISA publications as well as the distribution of these publications.

Advisor
-Serves as liaison between ISA and the University Administration
-Provides visible support for ISA activities

(c) The officers of ISA shall be elected annually before the Fall semester. The Executive body shall assume positions immediately after the election.

(d) Nominations shall be taken at least three weeks prior to elections and will remain open until election time. A candidate will be duly considered nominated after her/his nomination has been supported by at least two members in good standing and that candidate has indicated, verbally or in writing, to the President (Election Coordinator) his/her willingness to serve if elected.

(e) The Executive shall appoint other members as necessary like a Webmaster or an Administrative Officer.

ARTICLE V

Faculty/Staff Advisor

The Faculty/Staff Advisor is to be elected annually. The individual's prior consent is necessary.

ARTICLE VI

Meetings

Executive meetings of ISA shall be held once a month or as the need arises.

ARTICLE VII

Quorum

At any meeting of ISA two-thirds majority of membership in good standing shall constitute a quorum.

ARTICLE VIII

Amendments

Proposed amendments shall be submitted in writing and read at a regular meeting and shall be acted on at the following meeting. This constitution may be amended by a 2/3 majority vote of those members present at the meeting.

ARTICLE IX

Ratification

This revised Constitution shall be ratified by a 2/3 majority of financial members present at the first general meeting of ISA.
