Subject: Return of Distance Education Tuition to Departments

Statement:
Distance Education refers to courses that necessitate separation, either time or place, between the teacher and the students. At Clemson University, this includes courses that use a variety of distance education technologies such as satellite broadcast, videoconferencing, audio/videotape, CD-ROM/DVD, Internet/Web, and print materials. It also includes courses taught at off-campus sites such as at the University Center of Greenville. All distance education courses are coordinated through the HEHD Office of Distance Education.
Purpose:
A policy is needed to provide financial incentives to faculty for innovation in providing courses to non-traditional students. Department chairs should encourage faculty to take advantage of this opportunity.
Discussion:
All off-campus courses are identified in the Course Listing by the section number:
- 230-249 indicate off-campus degree program courses that meet on irregular schedules
- 400-499 indicate off-campus degree program courses that meet during a standard semester schedule
- 500-599 indicate contract courses offered primarily for teacher professional development or certificate renewal
- 600-629 indicate courses in the Study Abroad program
- The message section of the course listing should indicate the delivery method
The Offices of Accounts Receivables, Budgets, and Distance Education are currently evaluating the process for acquiring and distributing these funds. As more information is obtained, it will be communicated to the departments.
Distance education courses offered during the academic year to students enrolled in CU on-campus degree programs are subject to the same funds distribution as classroom courses during the same semesters. Only students who are not in degree programs or courses offered during summer sessions or mini-mesters are eligible for the enhanced fund return.
Policy:
The return of distance education tuition will be 10% to the Office of Distance Education, 15% to the Dean of College of Agriculture, Forestry and Life Sciences, and 75% to the department. Each Department Chair will establish a departmental policy for distribution of the 75% returned distance education course revenue to the department and teacher of record. The department will have the responsibility to cover all salary, fringe, and course expenditures from these returned funds.
