The Asphalt Rubber Technology Service (ARTS) is a project funded by the South Carolina Department of Health and environmental Control (DHEC) and is a partnership between Clemson University, DHEC, and the City of Clemson. The ARTS' mission is to promote the practical utilization of waste tire rubber in hot mix asphalt as well as other civil engineering applications through research, training, education, and information services. This mission will be accomplished in several ways, including funding several construction projects each year that utilize waste tire rubber, holding educational seminars on the uses of waste tire rubber in civil engineering, and performing waste tire rubber research.
