According to former President James F. Barker, "a 'center' is a college research entity"; it functions as a unit within the context of a college. This definition is affirmed by Y. T. Shah, Chief Research Officer and Senior Vice Provost of the university at the time CEDP originated. According to the South Carolina Commission on Higher Education, "New centers, bureaus, and institutes for which the institution requests additional appropriations from the state require new program approval. Commission approval is not required for units where no additional new appropriation from the state is requested or required" (CHE Guidelines for New Academic Program Approval: Definitions, Policies, and Procedures, September 1998, Section III.12). CHE gave its approval on July 18, 2000, followed by final approval from President Barker and Interim Provost Helms. The Center was formally implemented on August 15, 2000.

A. As a Facility-Specific Identity.

The Center for Electronic and Digital Publishing (CEDP) shall be the name of the AAH College unit that produces publications in print, electronic, and digital media for the trademark Clemson University Press. The facilities used may include workstations of its own, the Multimedia Authoring Teaching and Research Facilty (MATRF), and the design studios that function as workspace for undergraduate students in WPS and graduate students in MA/English, MAPC, and RCID programs. These workplaces will easily accommodate undergraduate interns in supervised design and textual editing activities. Facilities and their staffing will be the responsibility of appropriate administrators—in English, the Graduate and MATRF directors. The director of Undergraduate Studies will coordinate internships. As necessary in academic programs, program directors report to departmental chairs, just as departmental chairs report to the Dean.

The CEDP Director will coordinate the publication program in AAH and serve as chair of the Center's Advisory Board, which shall consist of the editors of The South Carolina Review and any new publications added after October 2014; the Director of MATRF; and at least three appointed representatives from the College. (The first CEDP Advisory Board, in effect, was roughly defined when Dean Barker—soon to become President—appointed the Press Task Force.) The Advisory Board shall have two responsibilities: (1) the pursuit of resources to support the cost of publishing individual projects in accordance with the CUP imprint, outlined above; and (2) the solicitation of publishable manuscripts across the spectrum of disciplines within the college. Following CEDP's partnership agreement with Liverpool University Press (LUP) and the approval of the Clemson University Board of Trustees on October 10, 2014, the Editorial Advisory Board (EAB) was formed for Clemson University Press, with responsibility for the review and approval of manuscripts and proposals for publication, with regular meetings to monitor progress on projects delegated to its members, project editors, and the combined staff of the CEDP and associated units. The CEDP Director shall coordinate the publication projects that are brought to CEDP facilities. The Director of the Center, as Executive Editor of CUP, will direct all publications under the purview of CEDP by presiding over the review process of the Editorial Advisory Board and coordinating production between the Board, departmental administrators, CEDP staff (including its Managing Editor), project editors, authors, and student assistants. The CEDP Director shall be a "hands-on" editor.

B. As an Administrative Entity.

As the fiscal authority for the press, the CEDP Director shall have the responsibility of raising revenue, managing a budget, writing grants and contracts, overseeing royalties, and observing administrative procedures set by the university and state and higher authorities on all manner of business concerning intellectual property and copyright. The CEDP Director will thus work directly with staff in the Dean's Office, with the AAH Development Officer in the Clemson University Foundation Office, and with the Dean of AAH, reporting to the latter just as in the Institute model (perhaps eventually to be implemented for CUP) he/she would report to the Provost. The CEDP Director supervises the work of the Managing Editor, a position inaugurated at lecturer rank, in 2014, as part of the agreement between the university and LUP to enhance the number and quality of CUP publications.
