October 1-31, 2011 is an open enrollment period for state insurance benefits. Open enrollment, which occurs in odd-numbered years, provides more options than annual enrollment. Changes made during open enrollment will be effective January 1, 2012.

The Insurance Advantage publication, created by The Employee Insurance Program (EIP) covers important changes to state insurance benefits and open enrollment opportunities. Below is a summary, featuring some of the highlights. It is important to carefully review the Insurance Advantage in detail to make informed decisions about your benefits during October 2011.
Documentation required to cover dependents
EIP requires documentation to add a spouse and or children to coverage. Please order any needed documentation now, due to the anticipated timeframe to receive it.
Premium increase
Premiums are increasing for health plans and dental plus effective 2012. Please reference page 10 of the Insurance Advantage to view a chart of the premiums.
New administrator for the mental health benefits
The administrator for mental health and substance abuse benefits is changing. Beginning January 1, 2012, BlueCross BlueShield of South Carolina (BCBSSC) will replace APS Healthcare as the administrator of the mental health and substance abuse benefits for the State Health Standard and Savings plans and the Medicare Supplement Plan. Companion Benefit Alternatives (CBA), the mental health and substance abuse division of BCBSSC, will manage the benefits.
New health insurance cards
New insurance cards will be mailed to state health plan subscribers by January 1, 2012.
Certify your tobacco use status during October
Subscribers who have already certified their tobacco use status do not need to recertify unless there has been a change in tobacco use. Colonoscopy Benefit
A colorectal cancer screening for individuals age 50 and older is a leading preventive service. The Employee Insurance Program health plans cover colonoscopies for eligible members.

To participate in Medical Spending, Limited-Use Medical Spending, and Dependent Care Spending Accounts for 2012, you must enroll or re-enroll during October 2011. You must be an active employee and, by the first working day in January 2012, have completed one year of continuous service. If currently enrolled, you may re-enroll online at www.myFBMC.com. If planning to retire in 2012 or terminate employment, please contact the Benefits Office at (864) 656-2713 to re-enroll and do not complete the online form. If you need assistance with online re-enrollment, call FBMC at 800-342-8017.
