BY-LAWS

of the

Faculty of Environmental and Natural Resources

  • I. The Faculty:

    The official name of the faculty is "Faculty of Environmental and Natural Resources," herein designated "ENR Faculty." The name shall be represented on all official documents and associated with all official business. The Faculty shall be recognized as the official Clemson University unit to offer and to award the B.S. degree in Environmental and Natural Resources (B.S. in ENR).

     

    The ENR faculty shall consist of faculty holding full-time, part-time, or adjunct appointments at Clemson University (CU), and who are actively participating in the B.S. in ENR degree program. The voting faculty shall consist of CU College of Agriculture, Forestry and Life Sciences (CAFLS) faculty who have taught a course required in the curriculum, or served as an advisor or coordinator, or provided administrative support within the last year, AND who have regularly participated in faculty meetings. ENR faculty not in CAFLS may be granted voting status on a individual basis by the voting faculty, and are encouraged to request such action. Faculty are not tenured in the ENR program.

    II. Meetings:

    The faculty shall meet regularly, at least once per semester. Meetings shall be chaired by the ENR Coordinator or his/her designee. Business items requiring a vote of the faculty shall be delivered by e-mail to the faculty at least one week prior to the scheduled vote. Exceptions to this rule require 1) a specific motion to suspend rules which also details what will be voted upon, and 2) passage of the motion to suspend rules by two-thirds of the voting faculty. Absentee votes will be solicited if less than two-thirds of voting faculty are present.

    Annual elections of standing committee chairs, etc., will take place prior to 1 May each year. Terms of office will commence on 1 July and end on 30 June each fiscal year. Individuals must agree to serve. The Program Coordinator will assemble a slate of candidates for each committee, and submit this slate by e-mail to the voting faculty, who will have at least one week to submit their votes by return e-mail. Elections require a majority vote. If more than one candidate is to be considered, the candidate receiving the most votes will be elected.

    Meetings of the voting faculty, standing committees or ad hoc committees where a vote is scheduled shall be conducted according to the most recent edition of Roberts Rules of Order.

     

    III. Standing Committees:

    Standing committees shall meet at least once per semester or more frequently as need arises. Standing committees will report to the ENR Coordinator as need arises. Standing committees are:

  • A. Student Advising Committee: The purpose of the Student Advising Committee (SAC) is to provide advising services to potential and current undergraduate students, assist in the planning and coordination of recruiting efforts, and to facilitate academic grievance procedures. The SAC will consist of the Undergraduate Student Advisors, appointed by the ENR Coordinator. They will elect a chair.

    B. Curriculum Committee: The purpose of the ENR Curriculum Committee (ENRCC) is to review proposals for course changes, new courses and curricular changes. The ENRCC shall conduct periodic curriculum reviews as requested by the ENR Coordinator and faculty of ENR. The ENRCC shall provide representation on interdisciplinary collegiate or university curriculum-related activities, and prepare position statements for activities within and outside of Clemson University that might impact ENR curriculum and courses.

    The committee shall consist of a duly elected chair and the Undergraduate Student Advisors, plus appropriate representative(s) from each department represented by the faculty of ENR. Undergraduate Advisors will also serve as their departmental representative. The committee chair shall be elected by the committee membership, and represent the faculty on the College Curriculum Committee and provide editorial services to keep the University's course catalogs up-to-date.

    ENR course proposals will only require approval by the committee and will then be forwarded to the ENR Coordinator. However, all course proposals will be submitted to the ENR faculty at least 2 weeks prior to the scheduled time for action by the committee. ENR curricular proposals must first pass an ENR faculty vote prior to being forwarded to the ENR Coordinator. As per University protocol, the ENR Coordinator must forward all course and curricular proposals to the chair of the collegiate curriculum committee, but need not sign (i.e., support) a proposal. Generally in such circumstances, the ENR Coordinator attaches a memorandum which explains reasons for failure to support the proposal.

     

    C. Planning Committee: The purpose of the Planning Committee is to assist the ENR Coordinator with short-term and long-term plans, update goals and objectives for the program, conduct assessment activities, and recommend allocation of teaching budgets and resources. The Planning Committee shall assist the ENR Coordinator with periodic reviews which might not be best assigned to another committee. The Planning Committee shall provide representation to collegiate, university, and state committees asking for representation from the ENR program. The Planning Committee shall organize and schedule an annual faculty retreat. Long-range and short-range plans must pass a majority vote of faculty. The ENR Coordinator will appoint at least three members to this committee and attempt to represent each of the three concentrations.

    D. Awards Committee: Coordinates screening and selection of undergraduates, graduates, staff, faculty and others being considered for regular or special awards. Screening and selection methods will be made available to the voting faculty for ratification. The ENR Coordinator will appoint at least three members to this committee and attempt to represent each of the three concentrations.

  • IV. Concentration Coordinators:

    Concentration Coordinators are assigned specific responsibilities by the ENR Coordinator and may be assigned release time (i.e., FTEs) for such responsibilities. Concentration Coordinators serve as liaison and primary contacts for faculty participating in each concentration of ENR, as primary advisors for each concentration, as the primary curriculum committee and assist in course scheduling.

  • V. Policies and Procedures:

    All policies and procedures must be compatible with those described in the Faculty Manual and State Personnel Manual.
