Our mission at Capital Projects is to promote customer-valued construction in planning, design and construction of projects. This office prepares design and construction agreements, provides project management, provides construction observation and coordination, maintains standard terms and conditions of agreements plus assistance in the bidding and permit processes.

Staff
Capital Projects is composed of a versatile group of experienced project managers.
John McEntire, Director
John joined Clemson University in 1992 as a Project Manager. He has a Master of Science and Bachelor's degree in Civil Engineering from Clemson University and is a registered professional engineer. As Director of Capital Projects, John manages the Capital Projects staff to oversee the operations and ensure that all capital projects are accomplished on schedule, within budget and in accordance with applicable state and federal codes/regulations.
Kathy Boice, Admin. Coordinator II
Kathy has worked for Clemson University since 1989 in Capital Projects as a project coordinator. Her role is managing documentation for all Capital Project contracts, budgets, statistical data, and working with state government officials to assure compliance with state policies. Kathy works closely with Project Managers, Campus Planning, and various Clemson University departments to provide proper administration for capital projects.
Paul Borick, Project Manager
Paul came to Clemson University, Capital Projects, in 2000 as a project manager. He graduated from the University of Tennessee in 1981 with a Bachelor of Architecture degree and is a registered architect in South Carolina. Paul received a Masters of Business Administration degree from Eastern College in 1987. Paul's primary duties include managing capital projects through design and construction.
Donnie Brewer, Fire Protection Specialist
Donnie began his fire service career at Clemson in 1982, as a rookie tail board Firefighter. Rising up through the ranks Donnie became the campus Fire Marshal, acquiring a variety of experience and expertise in dealing with the public and fire protection systems both in suppression and prevention. Donnie is a graduate of Tri-County Technical College, the National Fire Academy Fire Prevention Specialist programs I & II and the Fire Plans Examiners program, and the American Fire Sprinkler Associations fire sprinkler design school for AHJ's. He is certified by the National Fire Protection Association (NFPA) as a Certified Fire Inspector II (CFI) and Certified Plans Examiner (CFPE), the International Code Counsel as a Fire Inspector level II and Plans Examiner, and attended Ocala Florida Fire College Fire Protection Engineering School. He is actively involved in the South Carolinas Fire Marshals Association while maintaining certification as a South Carolina Resident State Fire Marshal. His primary duties include reviewing projects for code analysis with respect to fire protection and life safety, and performing inspections during construction.
George Conover, Project Manager
George began working at Clemson in 1978 as a resident engineer then later project manager for what is now Capital Projects. George spent the last eight years as the Trade Shops Manager with University Facilities Maintenance and in the spring of 2007 transferred back to Capital Projects as a Project Manager. George received his BS degree from Clemson University in 1974. His primary duties include managing capital projects through design and construction.
Al Cope, Project Manager
Al joined Clemson's Capital Projects Department in 2006 as a project manager. He received his engineering degree from Clemson in 1986. Al is stationed in Columbia at the Clemson Sandhill Research & Education Center, and his duties include managing off-campus capital projects from Columbia to the SC Coast, including the Clemson RECs in Charleston, Florence, Georgetown, and Blackville.
Pat Crowther, Project Manager
Pat retired from University Facilities as a Capital Projects Manager in 1997. Currently he assists the department on a part-time basis as a Project Manager with an emphasis in limited-scope projects, contract reviews, and maintaining the department's Instructions to consulting Engineers and Architects. Pat is a registered professional engineer and has a Bachelor of Science in Civil Engineering from Clemson.
Tommi Jones, Project Manager
Tommi Jones joined Capital Projects in 2005. She has a Masters and Bachelors degree in Civil Engineering from Clemson University. Being a SC Professional Engineer since 1999, Tommi recently became a USGBC LEED® Accredited Professional. Her primary job function is managing capital projects through design and construction.
Mike Parker, Project Manager
Mike worked as a Resident Engineer in the Capital Projects department for eight years beginning in 1988. In 1996 he took a position managing our self-performed construction. In 2005 he returned to the Capital Project area as a project manager. Mike holds and Bachelors degree in Agricultural Engineering and a Bachelors Degree in Civil Engineering, both from Clemson University. His primary responsibility is the management of Capital Project from the design through completion and project closeout.
Jenny Peay, Account / Fiscal Analyst II
Jenny has been with Facilities since 1998. She currently processes all the accounting expenditures and maintain records for all Capital Projects accounts, that would include financial reports, requisitions, purchase orders, and all journal entries.
Sam Zanca, Project Manager
Sam has a Bachelors Degree in Mechanical Engineering from Tulane University. He is a registered professional engineer in the State of Louisiana, and has been working in Major Projects at Clemson University since 1997.
