Fairfield County Completes Animal Emergency Operations Plan

Talbert | | Situation | All counties should have a large animal emergency response plan in the event of a catastrophic event, i.e. hurricane, nuclear power plant meltdown, agroterrorist attack, for the purpose of mitigating the ensuing pandemonium. V.C. Summer nuclear power plant is located in Fairfield County. | | Response | In response to this need, I implemented a CART (County Animal Response Team) meeting inviting Drs. Kruger and Van Dyke to explain the program to a group of potential volunteers. First I identified all related agencies, services and local volunteers and then invited them to the meeting. Afterwards, I scheduled another meeting. Expanding our volunteer base, we adopted our mission, set strategic goals and elected a chair person. A series of committee meetings were implemented to produce the emergency
operations plan. A news article was submitted to the local paper explaining and inviting folks to participate. | | Impact | As the result of this leadership, through collaborative efforts of the Clemson Extension Service, local veteranarians, Fairfield County administration, Emergency Preparedness Director, Animal Shelter Director, Public Safety Department and 14 volunteers, we have completed the ECSF-17 animal emergency response plan. Consequently this document has been submitted and approved by the State EOC. The document is now on file at our county emergency management department. A network of professionals
and volunteers has been formed to provide care and shelter in the event of any state or local catstrophy.
The 14 volunteers have donated 120 hours and to date two farmers have consented to provide 20 acres of pasture and necessary hay/water/feed for cattle that may have to be evacuated and moved to their farms. |
