Separation Incentive Programs

The state of South Carolina allows state agencies to implement separation incentive programs to realign resources and/or permanently downsize based on the ability to demonstrate recurring cost savings. At Clemson University, each VP/dean has the authority to implement a voluntary incentive program based on their division’s strategic needs and priorities.

Retirement Incentive Plan (RIP)

A Retirement Incentive Plan provides an incentive to eligible employees to voluntarily retire. Only Employees who participate in the SC State Retirement System Plan (SCRS) or the Police Officers Retirement Plan (PORS) may participate in an RIP.

Eligibility to Participate

The criteria for determining eligibility are based on the strategic needs and priorities of the department or division and include the eligibility requirements for retirement. Eligibility criteria may include an employee's department, years of service and/or job code.

SC State Retirement System (SCRS) Eligibility Rules

Employees with a membership date in the SC Retirement System prior to July 1, 2012, are classified as Class II members. Class II members who meet one of the following requirements (when including, if applicable, service time purchased through the incentive plan) are considered eligible to retire from the South Carolina Retirement System (SCRS):

  • Normal Retirement (Unreduced Benefit):
    • You have 28 years of SCRS service credit (five of which must be earned).
    • You are 65 or older with five years of earned SCRS service credit.
  • Early Retirement (Reduced Benefit):
    • You are 60 or older with at least five years of earned SCRS service credit. (Your benefit is permanently reduced 5 percent for each year of age less than 65.)
    • You are 55 or older with 25 years of SCRS service credit (five of which must be earned). (Your benefit is permanently reduced 4 percent for each year of service less than 28.)

Incentive

While incentives for participation vary with each plan, employees who are approved to participate in an RIP may receive the following:

  • The purchase of additional retirement plan service not to exceed one (1) year's base salary
  • Payment for any unused annual and compensatory leave balances as provided in the Office of Human Resources Policy and Procedure Manual

Voluntary Separation Program (VSP)

A Voluntary Separation Program provides an incentive to eligible employees to voluntarily separate from employment.

Eligibility

The criteria for determining eligibility are based on the strategic needs and priorities of the department or division. Eligibility criteria may include an employee's department, years of service and/or job code.

Incentive

While incentives for participation are set by each plan, employees who are approved to participate in the VSP may receive the following:

  • A separation payment of up to one (1) year's base salary
  • Payment of the employer portion of health and dental beneftis for up to one (1) year, (unless the employee otherwise becomes eligible for such benefits)
  • Payment for any unused annual and compensatory leave balances
