Situation

In 1996 the South Carolina Legislature passed regulation R.61-43, "Standards for the Permitting of Agricultural Animal Facilities." This regulation requires operators of all permitted, confined animal feeding operations in South Carolina to attend an animal waste management training provided by Clemson University. Dr. John Albrecht assembled a team of instructors to design and deliver the educational program, which was named the Confined Animal Manure Manager Program. I have served on this team since the inception of the program, and when Dr. Albrecht retired in 2002 I was assigned as the new chairman for the program.

Response

Over the last year, I have coordinated the training of 83 swine growers, 101 dairy producers, 101 poultry growers, and 38 agency/integrator personnel in eight trainings. This coordination included working with various integrators to determine the best meeting date and location, working with six other instructors to find a date suitable for all involved in the training, determining the number of manuals needed, procurement of break foods and lunch catering, and transportation and set-up of presentation equipment for each training. I provided information to county agents concerning upcoming trainings and utilized direct mail to those individuals that have contacted me concerning these trainings.

Impact

From January 1999 to date we have trained 125 swine producers, 761 poultry producers, 101 dairy producers, 1 veterinarian, and 152 Extension, NRCS, SCDHEC, and integrator personnel in 39 one-day training sessions. These sessions were held in 17 different locations around the State. According to SCDHEC records (and my own), there may be up to 15 swine and 22 poultry producers remaining to be trained as of May 1, 2005. From this point forward, we will be offering 2 trainings during February or March each year to train new producers. I have again extensively re-worked the CAMM website (http://www.clemson.edu/camm ), updating material where needed. Each section has a file size noted so that clients will be prepared for a longer wait for larger files if necessary. Certified producers are required to obtain 10 hours of recertification credit every 5 years. We have provided two continuing education sessions for the producers this year. One recertification training was provided during the SC Pork Conference (3 hours) and another was provided in cooperation with NRCS in Dillon County (2 hours). We will be providing these opportunities around the State as the year progresses. This program is currently completely funded by registration fees (Training fees of $55 per person until July 1, 2004; $100 per person thereafter; Continuing Education fees of $10 per hour per person), covering manual printing, equipment, and travel for the instructors.
