Regional Consortiums & Carolina Clear Communities
Carolina Clear has worked in conjunction with education providers, universities, cities and county governments to develop regional consortiums. The regional consortiums work together to identify stormwater education and outreach needs within the community, then develop and implement a strategy to successfully meet those needs as they relate to stormwater education and watershed awareness.
Ashley Cooper Stormwater Education Consortium
The Ashley Cooper Stormwater Education Consortium is a partnership between communities (MS4s), universities, agencies and non-profits working together to implement a regional, watershed-scale stormwater runoff education strategy in the Charleston urbanized area. Participating communities include the counties of Berkeley, Charleston, and Dorchester and the municipalities of Charleston, Folly Beach, Hanahan, Isle of Palms, Lincolnville, North Charleston, Sullivan’s Island, and Summerville. Coastal Waccamaw Stormwater Education Consortium
The Coastal Waccamaw Stormwater Education Consortium (CWSEC) is a cooperative arrangement among municipalities and educators along the northern coast of South Carolina. The collaborative efforts of the CWSEC members and educators provide comprehensive stormwater education and participation programs to the citizens and decision makers in their service area. The CWSEC activities are designed to address stormwater concerns in the Waccamaw River basin and adjacent coastal watersheds and to satisfy federal requirements to educate and involve the general public according to those local issues. Florence Darlington Stormwater Consortium

Lexington Countywide Stormwater Consortium
The Lexington Countywide Stormwater Consortium strives to enhance water quality throughout the Consortium area through education, involvement and outreach, and by fostering partnerships with local governments, citizens, businesses and organizations to support healthy, fishable and swimmable waterways. Communities involved in the Consortium are Lexington County, Cayce, Irmo, Pine Ridge, South Congaree, Springdale, Lexington and West Columbia. Click here to learn more.
Pickens County, Pickens, Easley & Liberty
Pickens County along with the cities of Pickens, Easley and Liberty have partnered with Carolina Clear to develop stormwater education programs and public involvement activities in the upstate. The goal of the partnership is to develop and implement effective, outcomes-based stormwater education and outreach programs to meet federal requirements and satisfy local environmental and economic needs. Richland Countywide Stormwater Consortium
The Richland Countywide Stormwater Consortium is a partnership between Richland County government, local communities, non-profits, educators, businesses, schools, and Carolina Clear to protect water quality within Richland County. Participating municipalities include Arcadia Lakes and Forest Acres. The goal of this Consortium is to support the restoration and protection of healthy waterways throughout Richland County through stormwater education, public involvement and outreach. The Sumter Stormwater Consortium is a partnership between the City of Sumter, Sumter County, and Carolina Clear to enhance water quality throughout the Consortium area through education, involvement and outreach.
