Proposals and Awards with Compliance Considerations
Effective October 1, 2006, sponsored program expenditure project numbers (to include risk project numbers) will not be established until compliance approvals are verified. If compliance considerations (ARC/IACUC, IRB, IBC) are indicated in the proposal, the PI will be alerted via email that compliance approval must be obtained before an expenditure account/project will be established. When OSP receives a request for establishment of a risk account project number or notice of an award, if compliance approval has not yet been obtained, the PI will again be reminded via email that an expenditure account/ project will not be established until compliance approval is obtained.

If definite procedures do not yet exist that would allow the PI to complete a full application for compliance review, developmental approval may be sought for short periods of time to develop those procedures. Expenditure project numbers may be established under developmental approval; however, no animal, human, recombinant DNA, or hazardous agent work may begin until full committee approval or exemption has been obtained. Forms for requesting developmental approval can be found in the committee specific sections of the ORC website. http://www.clemson.edu/research/orcSite/indexComply.htm
