The Clemson University Research Foundation (CURF) promotes
and facilitates intellectual property programs whose goal is to commercialize
Clemson University technology. The primary objectives of the Foundation
include:
- efficient and effective handling of intellectual property
disclosures and the marketing and commercialization thereof;
- coordination of patent and software copyright applications
and licensing activities;
- developing marketing plans for Clemson University intellectual
properties, including, as appropriate, development of marketing brochures
and letters, meeting with prospective licensees and negotiating licenses;
- monitoring of contract/grant proposals and final documents
to protect Clemson University’s rights in intellectual property,
confidentiality and data.

The Office of Research Compliance facilitates university
research and teaching programs by providing oversight and coordination
of regulatory compliance in the areas of human subjects in research, vertebrate
animals in research and teaching activities, and hazardous agents.
Responsibilities for this office
are to:
- Coordinate institutional compliance with federal laws
regulating the use of vertebrate animals in the conduct of research,
teaching, and testing activities. Federal laws and regulations include:
the Public Health Service (PHS) Policy on Humane Care and Use of Laboratory
Animals; the Health Research Extension Act of 1985 (Public Law 99-158,
November 20, 1985 – “ANIMALS IN RESEARCH”), the Animal
Welfare Act (Public Law 89-544 Act of August 24, 1966); Animal Welfare
Act as Amended (7USC, 2131-2156), and the Code of Federal Regulations,
Title 9, Chapter I, Subchapter A–Animal Welfare.
- Coordinate institutional compliance with federal laws
regulating the use of human subjects in the conduct of research activities.
(Code of Federal Regs., Title 45, Part 46, Protection of Human Subjects,
Revised June 18, 1991.)
- Coordinate institutional compliance with federal laws
and institutional policies regulating the use of hazardous and potentially
dangerous biological and chemical agents and recombinant DNA (Federal
Register 51 (88) page 16959 I-D-2).
- Coordinate the activities of the Institutional Animal Care and Use Committee (IACUC), the Institutional Review Board (IRB), and the Institutional Biosafety
Committee (IBC).
- Provide investigator consultation, training, educational
seminars, workshops, and perform extensive record keeping and reporting
procedures required by federal law.

Research Services facilitates university research and teaching
programs by providing professional and technical support, training and
education, and appropriate facilities and equipment for agriculture and
laboratory animal research and teaching activities while promoting the
humane and responsible use of animals.
Responsibilities for this office are to:
- provide accredited laboratory animal research and teaching
activities;
- provide oversight of veterinary care programs for all
university animals used in research and teaching activities;
- provide qualified professional and technical staff to
support animal research, teaching, and testing activities;
- provide veterinary consultation regarding animal model
selection, surgery, anesthesia, analgesia and experimental protocols
for animal research;
- provide project cost analysis for animal research activities.
Procure animals, equipment and supplies for specific projects conducted
at Godley-Snell Research Center;
- conduct investigator training, educational seminars
and workshops.

The mission of the Office of Sponsored Programs is to supervise
and facilitate, at the University level, the processes associated with
the identification of funding sources, proposal development, and submission
approval requirements, as well as, the negotiation and acceptance of award
agreements for performance of faculty members’ research and other
scholarly activities funded from a broad spectrum of federal, state, local
and private agencies. Integral to the success of the mission is the oversight,
communication and training of Divisional policy and procedure for the
promotion of responsible management and conduct of those externally funded
activities.
- oversight of Divisional policy and procedures associated with the
responsible institutional management of sponsored activities;
- provide opportunity funding search resources to faculty;
- provide preliminary proposal assistance to faculty and support staff;
- conduct final proposal reviews and provide institutional signature
and/or certification of federal compliance;
- coordinate with Divisional offices of Compliance and Technology Transfer;
- conduct contract negotiations with sponsors;
- receive and internally distribute contract awards;
- other associated activities:
- prepare and negotiate subcontract activities;
- provide routine or ad hoc reports concerning proposal/award statistical
data;
- conduct procedural training or procurement of special workshop
presentations for faculty and grant coordinator support.

The Office of Sponsored Programs Accounting and Administration
is responsible for post-award project administration that includes, but
is not limited to the following:
- advising appropriate University officials on matters
relating to federal and state laws, and University rules and regulations,
and policies pertaining to contracts, grants, cooperative agreements,
or other types of sponsored program agreements;
- establishing and closing on-line expenditure account
numbers for all sponsored awards;
- ensuring the University complies with all provisions
of contracts, grants or agreements with individuals, companies, or external
agencies;
- ensuring auditable records are maintained to support
all direct and indirect charges to grants, contracts, or agreements
- assisting internal, state, and external auditors of
sponsored programs financial records;
- administering subcontracts;
- screening and approving equipment requisitions;
- preparing and submitting invoice documents for reimbursements,
financial reporting, and other administrative reports for grants and
contracts;
- training grant administrators.
