Course Description:
This workshop will include important information on new cement-based
applications for pavements, including Pervious Concrete, Roller-Compacted
Concrete (RCC), and the Full-Depth Recycling (FDR) of old asphalt
pavements. Topics will include applications, mix designs, materials
engineering, and construction. The perspectives of industry, government,
and contractor personnel will all be provided to help round out
the discussions on these new applications.
Course Instructor:
R. Finley Messick is Director of Education and
Marketing for the Carolinas Ready Mixed Concrete Association.
He directs ten local chapters in providing educational and marketing
efforts for the ready mixed concrete industry, their potential
clients, and the general public.
David R. Luhr, PhD, PE is Program Manager for
Soil-Cement and Roller-Compacted Concrete Pavements for the Portland
Cement Association. He has over 25 years experience related to
pavement engineering, design, research, and management systems.
Gregory E. Halsted is Pavement Engineer for the
Portland Cement Association. He has 19 years experience in pavement
engineering and was previously with the Georgia DOT Office of
Materials and Research.
Andrew M. Johnson, PhD, PE is the State Pavement
Design Engineer for the South Carolina Department of Transportation.
He has degrees in both civil engineering and geology and has developed
software and procedures for analyzing falling weight deflectometer
data for pavement evaluation.
Will Gray is a Project Manager for A. G. Peltz
Group LLC. He is responsible for directing the construction of
Pervious Concrete, RCC, Cement-Treated Base, and Soil-Cement Base
pavements across the United States with concentrations in the
southwest and southeast.
Edward Joe OGrady is the Soil Cement
Technology Director for the Southeast Cement Promotion
Association. He has 10 years experience in soil stabilization and
reclamation and is knowledgeable about equipment design and
fabrication related to the processes.

county and city public works officials, State DOT engineers, superintendents,
