Course Description:
This course is for the engineer or public works employee that
is responsible for the installation and maintenance of traffic
signs and pavement markings on local streets. The Manual on Uniform
Traffic Control Devices, Millennium Edition and the Standard Highway
Signs will be used to instruct the attendee in the areas of driver
needs and responses, the design of traffic control devices and
the installation/maintenance of traffic control devices. Specialty
locations requiring traffic control devices, which will be presented,
are school zones, railroad/highway grade crossings, and bicycle
lanes/facilities. Upon completion of the workshop the student
will possess a basic understanding of the requirements of traffic
control devices, traffic control device specifications, and the
installation and maintenance of signs and pavement markings.
Course Instructor:
Bill Kervin is a Senior
Transportation Engineer with Kimley-Horn and Associates.
Bill currently provides Transportation and Traffic
Engineering services for both state and local governments.
Before entering the private sector in 1998, Bill served as
the Director of Engineering and Public Works for Knox
County, Tennessee and the Director of Public Works for
Athens, Tennessee. Bill is a licensed professional engineer
with a Bachelor of Science degree in Civil Engineering and a
Master of Engineering degree in Public Works Engineering
from the University of Tennessee.

Any SCDOT, engineering consultant, contractor, and any public
works employees who are involved in installing and maintaining
