Certification and Training

Pre-proposal stage

Request for Electronic Username/Registration: Required: The Electronic Username is REQUIRED for all Clemson University and non-Clemson University researchers included on any application to NSF, NIH, or any sub-agency of DHHS. Registration requests should be made no later than three (3) days prior to electronic submission due dates to ensure registration and allow for on-time proposal submission. 

Sponsored Programs Certification: The Sponsored Programs Certification is REQUIRED for all Clemson University researchers prior to applying for any funding.

Conflict of Interest: Clemson University’s Policy on Conflict of Interest describes the University’s approach and process for identifying, reviewing, and managing such relationships to help assure the integrity of University academic and administrative endeavors.

The PHS Conflict of Interest Training is REQUIRED for all Clemson University researchers prior to applying for funding from any PHS Sponsor (NIH, CDC, DHHS, etc.)

NASA PRC Assurance If you collaborate with anyone in China you should read NASA’s FAQ. The key point is that NASA funds, including ROSES research grants, cannot be used "...to participate, collaborate, or coordinate bilaterally in any way with China..." Proposals must not include bilateral participation, collaboration, or coordination with China or any Chinese-owned company or entity, whether funded or performed under a no-exchange-of-funds arrangement. For more on this see Public Law 112-55, Section 539(a) and NASA's new FAQ on this subject.

Export Control: It is the policy of Clemson University to fully comply with all applicable laws, regulations and contractual requirements related to export controls. This includes, but is not limited to, the Export Administration Regulations (EAR) administered by the Department of Commerce, the International Traffic in Arms Regulations (ITAR), administered by the Department of State and the Foreign Assets Control Regulations (FACR) administered by the Department of the Treasury. The successful implementation of this policy requires a personal commitment to compliance by each individual member of the university community.

Post-proposal stage

Institutional Review Board (IRB) (Human Subjects) Training is REQUIRED if it has been determined by the Research Compliance Office that your project will involve human subjects. 

Institutional Biosafety Committee (IBC) IBC Training is REQUIRED if it has been determined by the IBC Committee that your project will involve the use of recombinant DNA, synthetic nucleic acid molecules, hazardous biological materials, select agents or toxins (BSL2 or higher), any hazardous chemicals used with vertebrate animals, or nanomaterials used with any of the above. 

Institutional Animal Care and Use Committee (IACUC) IACUC training is REQUIRED if it has been determined by the Research Compliance Office that your project will include animal activities. 

Responsible Conduct of Research Recent changes in federal requirements require Responsible Conduct of Research (RCR) training for scholars funded by NSF, USDA and NIH. The CU RCR training program includes both interdisciplinary general and program-specific RCR content. The phased program is intended to provide quality training experiences while offering flexibility for the learner.
