Marcos joined the Ph.D. program in Policy Studies in fall 2015, after being awarded a Fulbright scholarship. He holds a bachelor in Sociology and a Master degree in Economic History, both from Universidad de la República, Uruguay. Before coming to Clemson, he has worked as research assistant Universidad de la República, where he was a teaching assistant for the undergraduate program in Development Studies and Economic Sociology, and taught Computational Statistics with SPSS tor Social Sciences graduate and undergraduate students. He also conducted several consultancies for national and international agencies, such as the Inter-American Development Bank, the World Intellectual Property Organization, and the National Agency for Research and Innovation (Uruguay) on Economics of Science, Technology, and Innovation.

Andrew Waters is the executive director of the Spartanburg Area Conservancy, a nonprofit land trust in Spartanburg, South Carolina. He received his BA in English and Psychology from UNC Chapel Hill and his MBA from UNC Greensboro. Previously he was the land protection director at the Catawba Lands Conservancy in Charlotte, NC, and operations director at The LandTrust for Central North Carolina in Salisbury, NC. A graduate of the Land Trust Alliance’s Executive Director Leadership Academy, he also serves as the volunteer director of the South Carolina Land Trust Network, the statewide association of South Carolina’s 28 land trusts. He is a board member of the Innovative Rural Development Corporation, a community development corporation focused on rural development in South Carolina.

Andrew’s focus in Clemson’s Policy Studies PhD program is land conservation and farmland preservation policy.

During his land conservation career Andrew has written, received, and administered over $20 million in grants for conservation and farmland preservation, including grants from the N.C. Clean Water Management Fund, N.C. Natural Heritage Trust Fund, N.C. Agricultural Development and Farmland Preservation Trust, USDA Farm and Ranch Protection Program (now ACEP), USDA Local Food Promotion Program, the Duke Energy Water Resources Fund, NRCS Environmental Quality Incentives Program, the American Battlefield Protection Program, and others.
