Responsibilities:

Dr. Ogg is the Associate Vice President for Public Service and Agriculture at Clemson University and serves as Director of Regulatory Services. Regulatory Services is comprised of Grant Support Services, Agricultural Service Laboratory, Plant Problem Clinic, Department of Plant Industry and the Department of Pesticide Regulation.

Dr. Ogg is also responsible for the following PSA programs: Constituency Development, Accountability, Information Technology Planning, Marketing and Public Relations, and PSA Communications and Media Relations.

Dr. Ogg began employment with Clemson University as a Pesticide Coordinator in 1975. In that role, pesticide regulations were written and applicators trained.  Field positions were developed and hired, as protocols were developed to enforce those regulations.  A rapport was established with the regulated community and those served, unmatched in other states.  The Department of Pesticide Regulation grew from three persons to 36.

Dr. Ogg was promoted to Assistant Department Head, Pesticide Regulation in 1985.  He co-authored and enforced laws and regulations dealing with the federal and state pesticide acts and chemigation, wrote grant proposals, and administered the federal grants programs.  Grant funding grew from $165,000 annually, to over $600,000 annually. Career total grant dollars awarded are over $6 million.  Dr. Ogg initiated a rigorous interview process and recruited an exceptional national regulatory staff. New programs co-initiated by Dr. Ogg include the Master Termite Technician program. The crawl-space teaching facility for termite control was designed by Dr. Ogg and has been duplicated in five other states.

Dr. Ogg assumed the Director of Regulatory Services position in 1998. Regulatory’s abbreviated mission statement became Regulation through Education under Dr. Ogg’s guidance.  Dr. Ogg initiated the Grant Support Services Department, which provides pre-award support to the College of Agriculture, Forestry, and Life Sciences and well as Public Service Activities.  Legislation was coauthored that required picture identification for the purchaser and permits to sell fertilizer that could be misused as an explosive, the first such legislation in the nation.  A constituency development program was initiated in Regulatory Services to aid in securing passage of needed legislation.  New programs in agroterrorism prevention were initiated.  Dr. Ogg organized and co-chaired the SC Agroterrorism Prevention and Food Safety Committee.

Dr. Ogg was promoted to Associate Vice President in October, 2004.  As Associate Vice President he has administered those areas under his charge as well as assisted in preparation for the Capital Campaign.  Significant progress in select programs include the development of a Polymerase Chair Reaction laboratory in the Plant Problem Clinic, new software allowing downloading of soil recommendations to PDAs and managing those recommendations, assisting in increased accountability efforts, increased national recognition of Marketing and Public Relations, PSA Communications and Media Relations, and successful budget organizational efforts on behalf of PSA.
