The Animal/Agriculture Emergency Response Program incorporates several of the time honored aspects of Clemson University Livestock Poultry Health activities. Although CULPH has traditionally dealt with livestock disease threats and animal related public health issues, this concept has been expanded in the development of Emergency Support Function (ESF) 17, or Animal/Agriculture Emergency Response. This ESF is a formal part of the South Carolina Emergency Operations Plan (EOP).
CULPH has legal jurisdiction over most animal related situations dealing with emergency or disaster scenarios. Therefore, CULPH was designated by the Governor and SCEMD as the Primary Agency to coordinate the development of animal emergency plans for the state. Plant pests and diseases are currently included in planning efforts. CULPH is assisted by a number of support agencies and organizations to provide a broad based comprehensive response designed to function for small or large-scale disasters, and to provide maximum coordination and cooperation among various local, state, and federal entities as outlined in Annex 17 of the South Carolina EOP.
