In 1992, the University Board of Trustees initiated a restructuring of the entire campus. Nine separate colleges existed at that time. When the restructuring process was completed in 1995, these nine colleges had been reconfigured into five units. The College of Health, Education, and Human Development (HEHD) emerged from this restructuring as an entirely new entity. The College was comprised of academic and non-academic units:

In July 1995, the dean of business and professional affairs was appointed as interim dean until a dean could be named for this new college. The search process began that same year. After a lengthy search, Dr. Harold E. Cheatham was offered and accepted the position of dean in August 1996.
Also in 1996, the HEHD Business Office was established with Jerry Whitmire as chief business officer, Valarie R. “Vickie” Ramsey as accountant/fiscal analyst III, and Debbie Calhoun as human resource manager. In 1999, Vickie Ramsey became interim chief business officer. Ramsey accepted the permanent position of chief business officer in 2000.
In December of 1996, Dr. Lawrence R. "Larry" Allen was appointed associate dean for research and curriculum development and Dr. Arlene B. Privette was appointed assistant dean for academic support services. Among his first duties was to work with faculty to create a white paper outlining ideas for preparing HEHD students to work and lead in an integrated human service system that addresses complex needs and concerns. This effort led to the creation of the HEHD disciplines.
In August 2001, upon the retirement of Dean Cheatham, Dr. Lawrence R. Allen assumed the position of interim dean of the college. Dr. Brenda J. Thames was named interim associate dean for research and curriculum development and Dr. William L. Havice was named associate dean for academic support services. Dr. Allen was named to a three-year appointment as College dean in 2003; in December of that same year, Dr. Thames was named to the permanent position of associate dean for research and curriculum development. The College faculty adopted the College slogan, "The Engaged College with a Personal Touch."
In 2004, the associate deans’ titles were changed. Dr. Thames became the associate dean for research and graduate studies; Dr. Havice became associate dean for academic support services and undergraduate studies. A multi-million dollar, state-of-the-art Clinical Learning and Research Center (CLRC) was completed in the fall of 2005. The center includes a learning resource facility and a clinical laboratory. The College of HEHD hosted its first open house to highlight the opening of the CLRC and to celebrate the rapid growth and development of the College.
On March 22, 2006, after conducting a national search, Dr. Allen was named to the permanent position of dean of the College of Health, Education, and Human Development. One of his first efforts as permanent dean was to lead an effort among faculty members to create a white paper called "Shaping Leaders" that would explore how the College might prepare students to work and lead in an integrated human service system to address complex needs and concerns of the citizens of South Carolina. This white paper would later lead to the HEHD disciplines.
On July 1, 2007, Dr. Kathy Headley of the Eugene T. Moore School of Education was named as the new associate dean for research and graduate studies. During the 2009-2010 school year, Chief Business Officer Dr. Vickie Ramsey retired. Regina Carroll was then hired as the new chief business officer for the College.
In May 2014, Dr. George Petersen, dean of the Graduate School of Education at California Lutheran University, was named founding dean of the Eugene T. Moore School of Education, in preparation for the school to become a standalone unit effective July 2014. In June 2014, Dean Allen stepped down as chair of the College of HEHD to return to the faculty of the Department of Parks, Recreation and Tourism Management (PRTM). Department of PRTM Chair Dr. Brett Wright was named interim dean and began service on July 1, 2014.
The Division of Collaborative Academic Services (DCAS) formed in August 2015 as a shared services unit serving the College of HEHD and the Eugene T. Moore School of Education. Dr. Kathy Headley was appointed Senior Associate Dean of the Division of Collaborative Academic Services to lead the unit, which is comprised of the Office of Information Technology Services, the Academic Advising Center, the Center for Research and Collaborative Activities, and the Office of Communications and Public Relations.
