addresses the special significance of South Carolina's water resources
and the role they play in the state's economy, environmental health, and
overall quality of life.
Stormwater is the leading threat to water quality, and it is recognized
that control of such pollution is most effectively implemented when
people and organizations understand its impacts, its sources, and the
actions each individual can take to minimize their contribution to
stormwater.
