Chapman Ross developed a technique for encapsulating potassium permanganate in an inert polymer to create a compound that would slowly release oxidant for treating contaminanted water. The method he developed created small particles, roughly the size of coarse-grained sand that will release permangante over several weeks.

His thesis and a paper describing his work are available.
