CLEMSON UNIVERSITY COOPERATIVE EXTENSION SERVICE
POLICIES AND PROCEDURES MANUAL

SCOPE AND PURPOSE OF THE CLEMSON COOPERATIVE EXTENSION SERVICE

Introduction:

The South Carolina Cooperative Extension System is a unique partnership of federal, state and local government and private funding sources in a cooperative relationship with Clemson University Cooperative Extension Service and South Carolina State University Extension Service. Each partner has unique and joint responsibilities which are performed in a cooperative spirit to sustain the organization over time. The desire of all the partners to make it work has sustained this partnership for more than 80 years.

The Extension System is responsive to emerging needs of South Carolina's citizens. Strong, local linkages maintained by county agents give a broad perspective on issues and emerging new knowledge represented by state specialists provide the primary mechanism to respond quickly to newly identified opportunities to be of help to people. Extension's direct linkages to research at Clemson University, other land-grant universities and research centers provide the basis for scientific-based knowledge to apply to these problems.

South Carolina's citizens have direct input into decisions of the Extension System through statewide planning efforts. Citizen identified concerns are a major part of the needs identification process. Extension will partner with other agencies and organizations to best meet these needs.
