Situation

The South Carolina Legislature passed Regulation R.61-43, AStandards for the Permitting of Agricultural Animal Facilities@ in 1996. According to Sections 100.190 and 200.190 of the regulations, growers of all permitted animal confinement facilities in South Carolina are required to attend a training provided by Clemson University. From January 1999 to date we have trained 209 swine producers, 874 poultry producers, 96 dairy producers, 1 veterinarian, 1 animal care facility operator, 3 beef facility operators, 2 horse facility operators, and 171 Extension, NRCS, SCDHEC, and integrator personnel in 42 one-day training sessions. These sessions were held in 17 different locations around the State. 1,260 persons have been certified (some growers have more than one species certification). Certified producers are required to obtain 10 hours of training credit every 5 years to maintain their certification. The Confined Animal Manure Manager program team is charged with developing a recertification program for this need.

Response

The CAMM program team has been offering recertification opportunities during the annual Pork Board Conference and in response to county agent requests for many years. This year, Jesse Adams and I worked to develop a comprehensive educational opportunity around the state. We initially coordinated and scheduled 26 training opportunities in 21 locations, working with local county agents to determine the best meeting dates, times, and locations. In response to a poultry biosecurity issue, we decided to postpone 13 trainings, but were still able to hold 13 for primarily turkey, swine, and dairy growers around the State.

Impact

349 growers attended the recertification trainings, obtaining 2 hours of credit for this year. Many growers were less than enthusiastic concerning the training when they entered the location, but the vast majority indicated after the trainings that the information was beneficial and they really appreciated our efforts to provide up-to-date, relevant information concerning their operations.
