COVID-19

Each company guaranteeing commercial fertilizer offered for sale, sold, or distributed in South Carolina must be registered with the Department of Plant Industry.  Application for registration must be submitted on the Fertilizer Registration form that can be found in the right column of this page.  The application must be accompanied by an annual registration fee in accordance with the following schedule:

Tonnage Volume of Registrant License Fee

0-5,000 tons                   $100
5,001-25,000 tons           $200
More than 25,000 tons     $400

A new registrant will pay a license fee of $100.  On renewal the fee must be based on the tonnage volume of the registrant in accordance with the schedule above.

All products sold in packages of greater than 10 pounds are subject to an inspection fee (tonnage tax) of $1.50 per ton.  A report of tonnage is due and the inspection tax payable quarterly for periods ending September thirtieth, December thirty-first, March thirty-first, and June thirtieth. The report is due within thirty days following the end of each quarter covering tonnage of commercial fertilizer sold during the preceding quarter by the registrant or guarantor transacting, distributing, or selling to a nonregistrant. If the tonnage report is not filed and the payment of inspection taxes is not made within fifteen days after the date due, a collection fee amounting to ten percent of the amount due may be assessed against the guarantor, and the amount of fees due constitutes a debt and becomes the basis of a judgment against the guarantor.  There is an additional fee of $60 per product for any product sold in packages of 10 pounds or less (Specialty Products).  This $60 fee is in lieu of the inspection fee. 

LIME and LANDPLASTER

Any person or company desiring to become a distributor of a liming material or landplaster in South Carolina must apply for a liming materials/landplaster Permit.  The fee for the permit is $20 annually permit ending on June 30.  The application can be found in the right column of this page. 

Any company desiring to sell or distribute a liming material or landplaster in South Carolina must register each product individually on the lime Product / landplaster Registration Form which can be found in the right column of this page.  The lime product / landplaster registration form must be accompanied by a label for each product, and a fee of $20 per product.  

All liming materials / landplaster products sold in South Carolina are subject to an inspection fee of $0.50 per ton.  A report of tonnage is due quarterly ( quarters ending, September 30, December 31, March 31 and June 30)  All tonnage reports must be filed on the Liming materials / landplaster Tonnage Report form and are due within 30 days past the end of the quarter. 

SOIL AMENDMENTS

Each company desiring to sell or distribute soil amendments in South Carolina must register each product individually with the Department of Plant Industry on the Soil Amendment Registration Form which can be found in the right column of this page.  A label and registration fee of $100 per product must accompany the application.  The Department may require efficacy data as proof of claims made for any soil amendment.  Every person who distributes a soil amendment in the state shall file with the board on forms furnished by the board quarterly statements for periods ending September 30, December 31, March 31, and June 30 setting forth the number of net tons of each soil amendment distributed in the state during such quarter. The report shall be due within 30 days following each quarter.  Such statement shall be accompanied by a payment of the inspection fee at the rate of $1.00 per ton.
