Do I need to disclose foreign-funded research activities that occur outside my Clemson appointment period?

Yes. Foreign research support, appointments, affiliations, and sponsored activities may require disclosure under sponsor requirements even when conducted during summer months or outside your Clemson appointment period. Contact ORS if you are unsure whether an activity should be disclosed.

A foreign organization has offered to pay for my travel or lodging. Do I need to disclose this?

Possibly. Sponsored travel from foreign organizations may need to be disclosed under sponsor requirements and university policies. Contact ORS before accepting support if you are unsure.

May I serve as a paid consultant for a foreign company or organization?

Possibly, but consulting arrangements with foreign entities may create disclosure, conflict-of-interest, research security, or export control obligations. Consult ORS before entering into the agreement.

What should I do if I am approached by a foreign talent recruitment program?

Contact ORS before accepting any offer. Certain foreign talent recruitment programs may create compliance concerns or be prohibited under federal requirements. ORS can help evaluate the arrangement.

I am unsure whether an activity must be disclosed. What should I do?

When in doubt, disclose and contact ORS. Determining whether an activity qualifies as Other Support, a Foreign Component, a Significant Financial Interest, or another reportable relationship depends on the specific facts of the situation.

Do research security requirements apply to my work?

Yes—if you receive federal funding or collaborate internationally, research security requirements likely apply, especially around disclosures, data protection, and transparency.

What do I need to disclose—and where?

You must disclose all foreign-sponsored travel, foreign affiliations, appointments, collaborations, and support in proposal and reporting documents (e.g., NSF Current & Pending Support, NIH Other Support). When in doubt, disclose and consult ORS.

I collaborate internationally—what should I be aware of?

International collaboration is encouraged, but you must: 

  • Fully disclose the relationship  
  • Ensure compliance with sponsor requirements  
  • Avoid sharing restricted or sensitive data without approval  

ORS can help assess and manage risk. 

What is “foreign influence” and why does it matter?

Foreign influence refers to situations where external entities may improperly affect research integrity, funding transparency, or intellectual property. Undisclosed relationships are a key risk area for federal agencies.

Does research security apply if my work is open/fundamental?

Yes. Even for fundamental research, you must meet disclosure, travel, and data protection expectations. Additional controls apply if your work becomes regulated (e.g., CUI or restricted data). 

What is CUI and will it affect my project?

Controlled Unclassified Information (CUI) is sensitive information that requires specific protections. If your project involves CUI, you must use approved systems and follow cybersecurity requirements (e.g., NIST SP 800-171). Contact ORS for details.

What should I do before entering into international agreements or MOUs?

Work with the Office of Sponsored Programs and consult ORS. Agreements that affect: 

  • Data sharing  
  • Publication rights  
  • Foreign participation 

may introduce compliance risks.

What are common red flags I should watch for?

  • Requests to omit or hide affiliations or funding  
  • Unusual data-sharing requests or broad NDAs  
  • Pressure to share unpublished results outside normal channels  
  • Collaborators affiliated with restricted or high-risk entities 

What training is required?

Researchers participating in regulated research are required to complete specific training. Upon notification of your involvement to ORS, you will be enrolled in the following short courses in Tiger Training: 

  • Clemson University CUI Training  
  • Clemson University Insider Threat  
  • Research Security Training 

What happens if I make a mistake or miss a disclosure?

Contact ORS immediately. Early correction can mitigate risk. Unaddressed issues can impact funding, awards, and institutional compliance.
