Housing Contract

CLEMSON UNIVERSITY

COUNTY OF PICKENS

This contract is an agreement between Clemson University “University” and the undersigned individual, herein referred to as “Resident”. Resident shall mean any person authorized to live in University Housing, whether student or non-student. This contract entitles the Resident to the use of University Housing accommodations only in such a manner as set forth herein and in the attached addenda. It does not constitute a commitment of admission or enrollment to the University. The terms and conditions of this contract and any attached addenda are fully binding upon the Resident from the time of signature through the contract period.

This contract may be terminated only under the conditions specified herein and in the attached addenda. All Residents and their parents or guardians are urged to read carefully the policies, terms and conditions of this agreement. If the Resident is under the age of eighteen (18) at the time that the contract is signed, a parent or guardian must co-sign this contract.

Administrative

  1. Assignment of the Contract.

The University Housing Contract is personal and may not be transferred or assigned to another person. The space may not be sublet. Once the contract term has begun, University Housing will only provide access to the contracted space to the assigned Resident’s behalf. Addenda to this contract may be distributed and enacted as needed. All addenda become an extension or revision of this contract and/or its attached addenda and therefore are binding on the Resident.

  1. Assignment of Space.

    1. University Housing reserves the right to fill all available bed space. Where there is a vacant space, within a shared room or apartment, the remaining Resident(s) must maintain the area in a manner that would allow another Resident to move in immediately and without prior notification. Failure to do so may result in disciplinary action and the Resident’s rental rate adjusted to the private room rate for the assigned space.

    2. University Housing Reserves the right to require the Resident to move to a different housing assignment when deemed necessary by Housing officials for reasons that many include, but are not limited to, maintenance or closure of an area, changes in use of space, crisis, public health, safety or emergency situations, student Code of Conduct violations or occupancy management needs.

    3. The University reserves the right to assign the Resident to interior accommodations including, but not limited to, converted study rooms, student staff rooms, triples or off-campus accommodations in the event that regularly designated spaces are not available. 

  1. Eligibility for Residency.

Any enrolled student, who will be 17 years of age by October 15, 2026, is eligible to live in University Housing under the provisions of this contract, provided space is available as determined by the needs of the University Housing. Non-students may also be housed under the provisions of this contract as needed and deemed appropriate by University Housing.

Excluding current service members, veterans, and transfer students, all first-year students who are under the age of 21 at the time of enrollment who do not live with parent/guardian(s) within Anderson, Oconee, and Pickens Counties are required to live in University Housing (on-campus) for the fall and spring semesters.

  1. Inspections and Access.

  1. The University reserves the right to enter rooms and apartments under certain circumstances including, but not limited to, inspections for safety, health. Policy compliance, cleaning, inventory, epidemics or other emergency, pest control, occupancy verification and/or general repair. If such inspections are of a routine or periodically recurring nature, reasonable effort to give prior notice will be provided.

  2. Residents should be prepared to grant access to University officials upon reasonable request or in exigent circumstances. Failure to do so may result in a Student Code of Conduct violation.

  1. Right of the University to Prohibit Access, Refuse Housing and to Modify or Cancel Contract.

  1. The University in its sole discretion, may determine that it is best interest of the campus community to prohibit or restrict Resident access to campus housing due to exigent circumstances, including but not limited to, natural disasters (e.g., tornado, earthquake, flood, hurricane, etc.), war, terrorist act, strike, public health outbreak (e.g., pandemic or infectious disease outbreak), fire, release of nuclear material or dangerous substance into the environment, other public health or safety concern, or the disruption of University operations. If Resident’s housing access is prohibited pursuant to section 5(a), and alternative housing is not provided, then refunds, if any, would be subject to the approval of the Board of Trustees.

  2. The University reserves the right to refuse admission or readmission to University Housing, to require a temporary or permanent assignment change, or to cancel the contract altogether, for a Resident’s failure to meet academic requirements, or failure to comply with University and/or University Housing rules, policies and regulations.

  3. The contract may be cancelled by the University in the event that the resident is criminally convicted by civil authorities. Additionally, S.C. Code §23-3-465 prohibits any individual who is a registered sex offender from living in campus housing at any public institution of higher learned. Any resident who is registered or becomes registered on the sex offender registry will have their housing contract immediately cancelled. 

  1. Resident refund and Contract Cancellation.

  1. For Continuing Residents not residing in Fraternity Sorority Housing, once the confirmation of an assignment is received, through the self-selection process, or an assignment made by a Housing Assignments Coordinator, a continuing Resident has the option to cancel their electronically signed contract within 72 hours of confirmed assignment. After the timeframe has elapsed, failure to cancel as prescribed constitutes a legally, binding contract for the academic year.

  2. Except as expressly stated in the section and section 5(a), all housing costs and fees are non-refundable. Residents may request cancellation of this contract by submitting a request via the Housing and Dining website. The Housing and Dining Appeals Committee will determine whether to approve the request for contract cancellation and whether any refund will be issued. However, per University policy, there will be no refund University Housing cost and fees during the last six weeks of a semester. Residents may request cancellation of their housing contract only for the following reasons:

    1. Failure to enroll,

    2. Withdrawal from the University,

    3. Transfer to another college or university,

    4. Married students or upcoming marriage (within four weeks prior to the wedding date), or

    5. Circumstanced determined by the University to be sufficiently extenuating as to warrant cancellation

  3. Residents may be required to submit documentary evidence in support of their request for cancellation.
  4. Residents may be required to pay a cancellation fee. The cancellation fee shall not exceed Resident’s rental rate and will be applied to Resident’s iRoar account.
  5. If the cancellation request is approved, the Housing and Dining Appeals Committee will, in its sole discretion, determine whether a refund is appropriate and the amount of such refund. 
  1. Room Change.

Residents may submit requests for housing assignment changes. Residents are not permitted to move or trade spaces without administrative approval. Room changes may require a roommate mediation prior to any room change approval. Once a housing assignment change has been approved, the Resident must move in accordance with prescribed timeframe and abide by all appropriate key policies. Failure to comply may result in disciplinary action and fees associated. Residents are financially responsible for rate differential, if applicable.

  1. Signature

When signing the Clemson University Housing Contract electronically, the Resident, and/or parent or guardian, acknowledges and agrees to conduct this transaction by electronic means in accordance with Title 26, Chapter 6 of SC Statutes Annotated, and that by entering his/her electronic signature, the Resident, and/or parent or guardian, is entering into a legally binding and enforceable contract with Clemson University Housing. 

  1. Resident hereby agrees to indemnify and hold the University harmless from and against any and all liabilities, claims, actions, damages, costs and expenses of any nature arising out of, related to, or in any way connected with Resident’s use of University housing, including by way of example, but not limited to, all attorneys’ fees, costs of court, and the costs and expenses of other professionals and disbursements up through and including any appeal.

Student Responsibility

  1. Additional Requirements – Clemson Home Policies Guide.

Residents are responsible for reviewing and being knowledgeable of the Clemson Home Policies Guide. By electronically signing the Housing Contract, Residents are agreeing that they have read and agree to adhere to all applicable University Policies, including, but not limited to, those set forth by this document, the Clemson Home Policies Guide, and the University Code of Conduct. 

  1. Communal Areas and Property.

Communal areas and property include, but is not limited to, residential classrooms, hallways, baths, stairwells, elevators, lounges, study rooms, utility rooms, laundries, kitchens, lobbies, porches, courtyards, and related area spaces.

  1. Communal areas are reserved for the use of all Residents; therefore, Residents may not store personal items in the spaces or remove items from these spaces for their personal use. University Housing is not responsible for abandoned property. This includes, but is not limited to, furniture and electronic devices and accessories.
  2. Residents understand that communal area and property are to enhance the residential experience and may contain amenities that further enhance the space by providing seating, audio/video devices Streaming services. The use of communal areas and property including the amenities is not guaranteed under the terms of the contract. Any interruption or non-availability of the use of the communal areas and property will not violate any terms of the contact.
  3. Where organizations or programs have exclusive use of an area, such as fraternities and sororities, those organizations are responsible for reimbursing the University for the of repairs from damages to communal property if the responsible individual(s) cannot be identified. Where it is determined that organizations or programs are not in compliance with University Housing regulations, they may lose exclusive use of the area. 
  1. Communication and Information.
  1. Residents are required to know and comply with all terms and conditions contained within the University Housing Contract and Addenda. The Contract, Addenda and Policies Guide. The Contract, Addenda, and Policies Guide may be found on the University Housing and Dining website.
  2. Residents are expected to be aware of and comply with all applicable University policies, the provisions of the University Student Code of Conduct, and all official print or electric University publications, and federal and state laws. 
  1. Communication Services

Internet access (wireless) is provided at no additional charge. Residents may not alter the existing wiring of these services and must provide their own internet access devices (i.e., TV and/or computer). Personal wireless routers are prohibited in University Housing. Exterior antennas and satellite dishes are prohibited 

  1. Conduct and Contract Adherence
  1. Incident Reports – An incident report (IR) may be written to document and infraction of this University Housing contract or University Student Code of Conduct regulations. Infractions of University Housing policies may be dealt with administratively or through the Office of Community and Ethical Standards (OCES). A web-based IR form is available through OCES web page.   2. Disciplinary Action – Residents who violate the terms and conditions of this contract or applicable University policy are subject to disciplinary action by the University. Such action can include, but is not limited to administrative sanctions, temporary removal, suspension or eviction from University Housing and/or suspension or dismissal from the University. Residents may also be required to pay fines and/or make restitution. Those who violate federal or state laws or municipal ordinances are subject to prosecution in civil or criminal courts. 
  1. Personal Property.

The University does not assume any legal or financial obligation for the personal property of any Resident or guest that may be lost or damaged in University buildings or on University grounds. Residents or their families are encouraged to obtain appropriate renter’s insurance to cover such losses. University Housing is not responsible for any item(s) left behind once a room or apartment is vacated. University Housing will bag, and store abandoned property for 10 days, then dispose. 

  1. Room/Apartment.
  1. The Resident is responsible for the condition of the assigned space and may be required to reimburse the University for all damage to the or loss of fixtures, furnishing or propertied furnished upon the students’ arrival.
  2. The Resident is responsible for reporting all maintenance issues to the University Facilities Office by calling 864-656-5450 or by submitting an online maintenance request via the Housing and Dining website or Housing Portal or visit the Facilities website.
  3. Alterations must not be made to the area or furnishings provided by the University (including, but not limited to, painting, mounting TV’s, etc.).
  4. All furniture, in each room/apartment at the time of move in, must remain for the duration of residency. Residents may not remove, store or trade furnishings from their assigned space. Furniture that is found to be missing from the room/apartment will be billed to the Resident(s) assigned to the space. Additional furnishings brought into the room/apartment by the resident(s) must be freestanding and clear of all existing furniture, fixtures, and walls.
  5. When occupancy is terminated, Residents must follow proper check-out procedures as outlined in the Housing Rules and Regulations. Residents vacating housing without following this procedure may be charged a fee for failing to check out properly, plus the cost of replacement or repairs resulting from any damage inflicted during occupancy. Damages that are assessed to be beyond normal “wear and tear” are the responsibility of the student, and may result in referral to OCES if the occupant does not accept responsibility for charges. Failure to return the room key at checkout may result in key charges. 
  1. Right to Forbid.

University Housing reserves the right to forbid any item or activity deemed by the University to be harmful, disruptive, unadvisable, or not in the best interest of the University or its Residents.

Safety

  1. Asbestos Materials.

Some areas of University Housing have asbestos containing materials present. A licensed abatement team manages these materials. Residents should use caution to not disturb any sprayed-on ceiling materials. Any questions concerning asbestos materials, locations and hazards should be referred to Clemson University Occupational and Environmental Safety at oeshelp@clemson.edu for further clarification.

  1.  Keys.
  1. Keys are issued at check in. Keys must be returned to the area desk by the Resident when occupancy is terminated. If a key is lost or not returned when occupancy is terminated, or if a temporary key or e-key is not returned within the required time, the door lock(s) will be changed, and new keys will be made at the responsible Resident’s expense.
  2. All keys are property of the University and bear the statement, “State of SC., Do Not Duplicate.” Residents shall not violate this provision or possess University Housing keys other than the one assigned to them by the community desk. Residents should maintain possession of their key on their person for the duration of their residency.
  3. A Resident who abandons assigned space may be required to relinquish rights to key issuance. 
  1. Pool/Lounge.
  1. All persons, including but not limited to Residents and their guests, use the outdoor pool/lounging area at their own risk. Clemson University Housing will not be held responsible for injuries sustained by any person using this area. Resident(s) and guest(s) will indemnify Clemson University Housing for any claims resulting from their use of the outdoor pool/lounging area.
  2. Alcoholic beverages are strictly prohibited in the pool/lounge area.
  3. The Resident(s) and guest(s) are responsible for ensuring all gates are locked and secured at all times.
  4. Residents and guests are to follow pool/lounge policies, hours of operation, etc., ensuring safety and responsibility are priority.
  5. In the event that Resident(s) or guest(s) fail to follow policies, hours of operation, or provide safe and responsible behavior, an incident report will be processed, and appropriate authorities will be notified.
  6. Pets of any kind are prohibited in the pool/lounge area.
  7. The Resident understands that the pool and/or lounge area is strictly an amenity and that the use of this amenity is not guaranteed under the terms of this contract. Any interruption or non-availability of the use of the pool/lounge area will not violate any terms of the contract.
  8. Residents using the pool/lounge area are responsible for notifying University Housing Maintenance or repair needs. Residents/guests are to refrain from attempting to make any repairs or adjustments to the pool/lounge equipment.
  9. All outdoor furnishings are to remain in the pool lounge are. Residents and/or guests who remove or intentionally damage furnishings may be reported to the Clemson University Police Department, dealt with administratively, and/or referred to OCES. 
  1. Restricted Areas.

The roofs, attics and mechanical/electrical equipment rooms of all University Housing buildings are strictly prohibited to all Residents. 

  1.  Security.

Entrances to all residence halls are regulated by a card access system. Guests (defines as someone who is not assigned to that residential community) must enter and exit with a Resident of that building. Residents who enter or exit by locked security doors are responsible for leaving the doors in a locked position. Disciplinary action may be taken against residents who prop open doors or allow others to “tailgate” through security doors without proper authorization. 

  1. E-Scooters and Micro-Mobility Devices

E-scooters and micro-mobility devices are prohibited from being inside any Clemson University facility. This includes all on-campus housing and dining halls. Charging of e-scooters and micro-mobility devices is prohibited on campus. E-scooters and micro-mobility devices must be secured outside of University facilities at bike racks.

Dining Terms

Student Terms

All funds and plans purchased for use in Clemson Home dining locations are for the personal use of the owner of the account or plan only and are non-transferable. The Clemson Home dining funds and plans cannot be used as gift card or gift certificates. Access dates, the semester opening and closing of Dining Halls and retail locations are closely connected to the academic calendar and are readily available through https://clemson.campusdish.com/ and social media outlets.

 

  1. First-Year Clemson Student Meal Plan Requirement.

All first-year students who begin in the summer or fall semester and live in University Housing are required to select an Unlimited meal plan through the spring semester of their first year.

This includes the Unlimited 300, Unlimited 200, Unlimited 100 and Summer Unlimited meal plans. Other meal plan options do not satisfy the first-year requirement.

Fall semester: First-year students who are required to select a meal plan, but do not select a meal plan by the Sunday before the start of classes will be assigned the Unlimited 200 meal plan and will be required to pay all associated fees and charges.

Spring semester: The selected or assigned fall meal plan will be automatically assigned as the spring meal plan option and the associated charges will be added to the spring tuition bill. 

Summer semester: Summer Start and STEM Start students are required to have the Unlimited Summer II Meal Plan.

  1. Bridge Student Meal Plan Requirement.

Bridge students living in Clemson University housing are required to purchase the Block 100 Meal Plan, Block 150 Meal Plan, or an Unlimited Meal Plan through the spring semester. Please note that the meal plans purchased pursuant to this agreement may only be used on Clemson University’s campus. Paw points may be used on Clemson University's campus and at the TRI County Technical College Cafe.

  1. Continuing and Transfer Student Meal Plans.

Continuing and Transfer students are not required to purchase a meal plan but may choose to purchase any Clemson University student meal plan.

Spring semester: The selected fall meal plan will automatically be assigned as the spring meal plan option and the associated charges will be added to the spring tuition bill. 

  1. Upgrade, Downgrade, and Cancellation.

Downgrade and Cancellation: With the exception of first-year students and Bridge students with a Block 100 plan, students may request to downgrade or cancel their meal plan during a specified timeframe during the semester. Such requests must be completed in the Clemson Home portal. Downgrade and Cancellation dates for 2026-27 are:

  • September 2-7 for Fall 2026 Semester
  • January 20-25 for Spring 2027 Semester

After the period specified above, students will not be able to downgrade or cancel their meal plan except as provided in the Refund and Appeal Process set forth below. 

Upgrade: Students may request to upgrade their meal plan during a specified timeframe during the semester. Such requests must be completed in the Clemson Home portal. Upgrade dates for 2026-27 are:

  • September 2-7 for Fall 2026 Semester
  • January 20-25 for Spring 2027 Semester

After the period specified above, students will not be able to upgrade their meal plan.

Meal plans will be available to purchase in the Clemson Home portal up to the last 6 weeks of the semester.

Paw Points associated with each meal plan will remain at the same price and value as if purchased at the beginning of the semester. Paw Points may be purchased at any time during the semester. 

  1.  Refunds.

Generally, all meal plans are nonrefundable. In addition to this section, see sections 5, 6, 9, and 10 for more details on the limited circumstances in which a refund may be granted. No refunds will be granted within six weeks prior to the end of the semester per University policy.

First-year students, Bridge students and Summer Start/STEM Start students may only terminate their meal plan for one of the following reasons:

  1. Approval by University Housing for a residency waiver (must live in Anderson, Pickens, or Oconee Counties).
  2. Withdrawal from the University or failure to enroll.
  3. Absence from the University for academic reasons (e.g. study abroad or co-op).
  4. Medical condition with dietary requirements that cannot be met by Dining provided that the student:
    • Submits documentation from a physician to the Housing and Dining Appeals Committee and to Student Accessibility Services setting forth the student’s specific dietary requirements.
  5. Other good cause as determined by the Housing and Dining Appeals Committee in their sole discretion.

Refund Calculation

  • Unlimited Meal Plans – refund is calculated based on the number of days remaining in the semester.
  • Block Meal Plans – refund is calculated on unused meal swipes for the semester.
  • Summer Meal Plans – summer meal plans are nonrefundable once purchased.

 

  1.  Appeals.

Appeals will not be accepted during the last 6 weeks of the semester. Students must submit documentation supporting their request to the Appeals Committee before cancellation of a meal plan will be considered. Please refer to the Clemson Home website for additional information regarding supporting documentation.

If cancellation is granted, the Appeals Committee, in its sole discretion, will determine whether a refund will be awarded and the amount of such refund.

Purchased Paw Points are nonrefundable and non-transferable.

Unused meal swipes for student meal plans expire at the end of each semester. Refunds for unused meal swipes will not be issued.

Refunds for unused meal plans will not be issued at the end of the semester if a student fails to opt out prior to payment of tuition or drop the selected meal plan during the specified drop/change week during the semester. If previously selected meal plan is no longer desired by upperclassman, transfers, commuters, or graduate student, they must opt out in the Clemson Home Portal prior to paying tuition for the semester.

Students who withdraw from the University during the last six weeks of the semester are not eligible to a refund. 

  1. Meal Plan Rollover Policy – Fall to Spring.

All fall meal plan selections with automatically rollover as the meal plan selection for the spring semester and will be added to the spring tuition bill. Failure to review the spring student tuition bill does not constitute ground for refund or cancellation.

You may change your meal plan selection for the spring semester in the Clemson Home Portal starting November 1. Changes must be made prior to making any form of tuition payment.

If a meal is no longer desired for the spring semester, upper-class students, transfer students, or commuter students that enrolled in a fall meal plan must request cancellation starting November 1 prior to paying tuition for the spring semester. 

  1. Paw Points.

Paw Points are a purchased value (1 paw point = $1.00) and are stored on the TigerOne ID. 

Purchased Paw Points values rollover semester to semester, until:

  • Balance is depleted, the student graduated, the student is no longer enrolled and becomes inactive, or the student is disaffiliated with the university (i.e., official transfer or withdrawal). 

Paw Points are non-refundable.

Paw Points associated with each meal plan will remain at the same price and value as if purchased at the beginning of the semester. Paw Points are not pro-rated when changing a meal plan.

Additional Paw Points may be purchased in increments of 50 in the Clemson Home Portal. 

  1. Meal Plan Termination by the University.

Upon reasonable notice and for good cause, the University reserves the right to terminate a meal plan for failure of the student to abide by its policies. Examples of good cause, include but are not limited to, a change in students’ status (including academic or disciplinary suspension) or failure to comply with the policies and regulations contained in the official bulletins distributed by the University, which are hereby made a part of this agreement. The student will be responsible for all fees related to termination of the meal plan. 

  1. Right of the University to Prohibit Access.

The University, in its sole discretion, may determine that it is in the best interest of the campus community to prohibit access to campus dining due to exigent circumstances, including but not limited to, natural disasters (e.g., tornado, earthquake, flood, hurricane, etc.), war, terrorist act, strike, public health outbreak (e.g. pandemic or infectious disease outbreak), fire, release of nuclear material or dangerous substance into the environment, other public health or safety concern, or the disruption of University operations. If dining access is prohibited pursuant to this section, and alternative dining arrangements are not provided, then refunds, if any, would be subject to the approval of the Board of Trustees. 

  1. Acceptance of Terms and Conditions.

Students accept the terms and conditions of their selected meal plan upon the initial tuition payment and processing of charges.

Employee and Graduate Student Terms

All funds and plans purchased for use in Clemson Home dining locations are for the personal use of the owner of the account or plan only and are non-transferable. The Clemson Home dining funds and plans cannot be used as a gift card or gift certificate. Access dates, semester opening and closing of Dining Halls and retail locations are closely connected to the academic calendar and are readily available through https://clemson.campusdish.com/MealPlans and social media outlets. 

  1. Faculty and Staff Meal Plan.

Clemson University’s Faculty and Staff are able to purchase a Faculty and Staff meal plan at any time. Meal swipes for a faculty and staff meal plan will continue to roll over semester to semester, until the swipes are used or until the faculty/staff is no longer employed by Clemson University.

  • Faculty/Staff may purchase the Faculty and Staff Meal Plan by direct payment or payroll deduction. Payroll deduction will continue until the full amount of the meal plan is collected.
  • Payroll deduction will stop when a faculty/staff is no longer employed by Clemson University or when a faculty/staff is on leave without pay.

An additional meal plan may only be purchased when current meal plan swipes are equal to 0.

Faculty and Staff with veteran status are eligible for a discounted rate. 

  1.  Refunds.

The Faculty and Staff meal plan is nonrefundable.

Purchased Paw Points are non-refundable and non-transferable.

Refunds for unused meal swipes will not be issues. 

  1. Paw Points.

Paw Points are purchased value (1 Paw Points = $1.00) and are stored on the TigerOne Mobile ID. 

Purchased Paw Point values roll over until:

  • Balance is depleted,
  • The faculty/staff is no longer employed by Clemson University.

Additional Paw Points may be purchased in increments of 50 in the Clemson Home Portal. 

  1. Meal Plan Termination by the University.

Upon reasonable notice and for good cause, the University reserves the right to terminate a meal plan for failure of the faculty and staff to abide by its policies. Examples of good cause, include but are not limited to, a change in employment status or failure to comply with the policies and regulations which are hereby made a part of this agreement. The faculty/staff will be responsible for all costs related to termination of the meal plan. 

  1. Right of University to Prohibit Access.

The University, in its sole discretion, may determine that it is in the best interest of the campus community to prohibit or restrict faculty/staff access to the campus dining due to exigent circumstances, including by not limited to, natural disasters (e.g. tornado, earthquake, flood, hurricane, etc.), war, terrorist act, strike, public health outbreak (e.g. pandemic or infectious disease outbreak), fire, release of nuclear material or dangerous substance into the environment, other public health or safety concern, or the disruption of University operations. If dining access is prohibited pursuant to this section, and alternative dining arrangements are not provided, then refunds, if any, would be subject to the approval of the Board of Trustees. 

  1. Acceptance of Terms and Conditions.

Bridge to Clemson Addendum

This addendum applied to all students participating in the Tri-County Technical College Bridge to Clemson program and residing in Clemson University Housing for the academic year 2026-27.

 

  1. Period of Contract.

This addendum and attached contract are effective and binding on the date signed and govern housing from August 15, 2026 until May 1, 2027, a full academic year contract. By signing this contract, the resident agrees to all the terms and conditions outlined in the addendum and in the attached contract. 

  1. Residency Requirement.

All Bridge to Clemson students who are under the age of 21 at the time of enrollment are required to live on-campus in University Housing for the fall and spring semesters.

  1. New, incoming students must be 17 years of age as of October 15, 2026 to be eligible to reside in University Housing.
  2. All students under the age of 21, who desire to live with parent/guardian(s) [within Anderson, Oconee, or Pickens counties] at the time of enrollment, must submit a University Housing and Dining Appeals Form requesting release from the residency requirement. This form is located in the Clemson Home Portal.
  3. Excluding current service members, veterans, and transfer students, all first-year students who are under the age of 21 at the time of enrollment who do not live with parent/guardian(s) within Anders, Oconee, or Pickens counties are required to live in University Housing (on-campus) for the fall and spring semesters. 
  1. Housing Assignments.

Assignments, for the academic year for any new student, are made only after the student has been accepted to Tri-County Technical College, paid all applicable Bridge to Clemson fees, completed and signed an online Housing and Dining contract, and paid the $150 nonrefundable contract fee. Deadline for all new student contracts is Noon (12PM) on May 15, 2026. 

  1. Occupancy and Payment.

This addendum and contract binds the student to pay housing rental fees according to the University payment schedule for one academic year as indicated in section 1 (Period of Contract) above, and to abide by the following occupancy procedures and regulations.

  1. University housing may be occupied no earlier than 8:00AM on Saturday, August 15, 2026. Students who fail to occupy their assigned space by the first day of classes are bound by this contract but may lost their assigned space and can be assigned to a temporary accommodation unless prior arrangements for later occupancy have been made with the Housing Office.
  2. If a student is approved for early arrival or late stay, outside of the term defined in section 1 (Period of Contract), all terms, conditions, policies and regulations of this contract and any attached addenda are also extended to cover that approved length of time, and are therefore, fully binding on the student.
  3. Most University housing facilities are closed during the period between the fall and spring semesters. An exception applies for students assigned to Douthit West, Lightsey Bridge I and II, Calhoun Courts, and Thornhill Village apartments. These apartment residents may reside in their apartment during the break between semesters only if:
    1. they notify Housing of their intent to do so,
    2. are enrolled for the spring semester,
    3. are living in the same apartment space for spring,
    4. have an approved reason to stay during the holiday break.
  4. University Housing must be vacated by 10 AM on Saturday after the last exam. Apartment exception noted in 4(c) applies.
  5. There will be no refund of University Housing monies during the last 6 weeks of the/a semester during contract term as noted in section 1. 
  1. Cancellation of Contract.

The academic year contract may be cancelled only if the student fails to enroll or withdraws from the Bridge to Clemson Program at Tri-County Technical College. 

  1. Contract Cancellations and Fees
  1. Students, who request cancellation of this Contract due to extenuating circumstances, must do so by submitting an online Appeals Form located on the Clemson Home website. The Housing and Dining’s Appeals Committee will review the request, determining approval or denial of request, and will notify the student of the decision.
  2. The Housing Contract is legally binding and must be upheld by the student until notification has been received via email from the Housing and Dining Appeals Committee.
  3. In addition to time stayed costs, students may be subject to a cancellation fee, an amount not to exceed a semester’s rental rate for the area assigned, based on the circumstances of cancellation. 
  1. Proper Notice of Cancellation Request.

Students who desire to request cancellation of this contract must contact Clemson Home to receive instructions. 

  1. Quiet Hours.

The expectation of an environment that supports sleep and study takes precedence over the privilege of another to create noise. This expectation of “courtesy hours” is in place 24 hours a day; however, specific quiet hours are in effect from 10:00 p.m. until 8:00 a.m. Sunday through Thursday and 12:00 a.m. – 8:00 a.m. on Friday and Saturday. The Residence Hall Community Council may restrict Friday and Saturday quiet hours to start at 10:00 p.m. with a two-thirds vote of the area residents. Quiet hours shall be in effect in all areas 24 hours a day for a minimum of three days prior to the beginning of final semester exams and continuing through the end of the examination period. 

  1. Appeals Committee.

Students are first encouraged to contact the University Housing Assignments Office with concerns regarding the contract cancellation process. If the concerns are not resolved satisfactorily, the student is encouraged to submit such concerns to the Appeals Committee. 

  1. Collection Fees.

If collection fees are assessed or attorney’s fees are expended by the institution in the process of obtaining unpaid housing charges, the student may be responsible for the payment of those fees in addition to the unpaid housing charges.

Continuing and Transfer Student Addendum

This addendum applies to all students currently enrolled at Clemson University (Continuing Students), those who were enrolled during a prior term (Former Students Returning), currently enrolled students in the Bridge to Clemson program at Tri-County Technical College, and new Transfer students. 

  1. Period of Contract.

This addendum and attached contract are effective and binding on the date signed and govern housing from August 15, 2026 until May 1, 2027. By signing this contract, the resident agrees to all the terms and conditions outlined in this addendum and in the attached contract 

  1. Housing Assignments.
  1. Students must be 17 years of age as of October 15, 2026 to be eligible to reside in University Housing.
  2. Current and former students seeking University Housing assignments for the academic year are required to complete an online Housing contract. No fee is required to complete the online Housing contract for continuing and/or former students returning who have previously paid the fee.
  3. Students seeking University Housing assignments who have never resided on campus will be required to pay the one-time Housing Contract Fee while completing the Housing Contract.
  4. Students seeking a housing assignment within student organizational block housing will also be required to obtain additional living agreements and/or organization agreements related to Fraternity Sorority Housing. Copies of these agreements must be viewed in the office supporting the student organization.

For students not residing in Fraternity Sorority Housing, once the confirmation of an assignment is received, through the self-selection assignment process, or an assignment made by a Housing Assignments Coordinator, a continuing student, Transfer student or Tri-County Technical College Bridge to Clemson student has the option to cancel their electronically signed contract within 72 hours of confirmed assignment. After this timeframe has elapsed, failure to cancel as prescribed constitutes a legally binding contract for the academic year. 

The academic year contract may be cancelled for the following reasons only:

  1. Withdrawal from Clemson University; or,
  2. Withdrawal from the Bridge to Clemson program at Tri-County Technical College; or,
  3. Failure to complete academic criteria as determined by the Bridge to Clemson program at Tri-County Technical College (grade and credit hour requirements) at the end of the spring term of the 2025-26 Academic Year; or,
  4. Transferring to another college or university; or,
  5. Marriage (no more than four weeks prior to the wedding date); or,
  6. Excluding current service members, veterans, and transfer students, all first-year students who are under the age of 21 at the time of enrollment and who do not live with parent/guardian(s) within Anderson, Oconee and Pickens Counties are required to live in University Housing (on-campus) for the fall and spring semesters; or,
  7. Circumstances determined by the University to be sufficiently extenuating as to warrant cancellation (documentary evidence will be required). 
  1. Contract Cancellations and Fees.
  1. Students who request cancellation of this Contract due to extenuating circumstances, must do so by submitting an online Appeals Form located in the Clemson Home Portal. Housing and Dining’s Appeals Committee will review the request, determining approval or denial of request, and will notify the student in writing.
  2. The Housing and Dining Contract is legally binding and must be upheld by the student until notification has been received via email from the Housing and Dining Appeals Committee.
  3. Cancellation fee, an amount not to exceed a semester’s rental rate for the area assigned, will be applied to the student’s iRoar account based on the circumstances of cancellation.
  4. Fraternity Sorority Housing residents are to abide by the terms in Contract Cancellations and Fees, item 5, of Fraternity Sorority Housing section below.

Fraternity and Sorority Housing

  1. Residency Requirement.

Students must have completed one semester at a college or university before they are eligible to live in the Fraternity or Sorority Residential Community. New freshmen may not reside in the Fraternity and Sorority Residential Community their first semester. However, new freshmen who join student organizations during their first semester may move into on-campus Fraternity and Sorority Residential Communities for their second semester with prior approval from the organization, the organization’s advisor, and University Housing if space is available. 

  1. Contractual Commitment for Fraternity and Sorority Residential Community.

The contract for Fraternity and Sorority housing is legally binding at the time it is signed. Unless the student fails to enroll, the student is obligated to pay rent for the full academic year. 

  1. Cancellation of Contract Due to Change in Membership Status.

If a student is no longer a recognized member of or disaffiliated with an organization housed in fraternity and sorority housing, the student will be reassigned to other on-campus housing per the 2026-27 Clemson University Housing Contract. Should a cancellation be granted, cancellation charges will be assessed based on the additional living agreements and/or organization agreements related to Fraternity and Sorority Residential Community housing. 

  1. Cancellation of Contract Due to Insufficient Occupancy, Damages or Loss of Recognition as a Student Organization.

If a Fraternity and Sorority organization loses the use of their assigned housing due to insufficient occupancy, damages, or loss of recognition as a student organization, students will be reassigned to other on-campus housing, if such housing is available, per the 2026-27 Clemson University Housing and Dining Contract. 

  1. Contract Cancellations and Fees.
  1. Students, who request cancellation of this Contract due to extenuating circumstances, must do so by submitting an online Appeals Form located on the Housing and Dining website. Housing and Dining’s Appeals Committee will review the request, determining approval or denial of request, and will notify the student of the decision.
  2. Organization leadership can support an individual resident’s appeal by providing a support documentation letter indicating the desired release for the member. Should an organization support a contract cancellation of an individual resident, the organization would be financially obligated for the remainder of the contract dates which should be acknowledged in the support letter documentation.
  3. The Housing and Dining Contract is legally binding and must be upheld by the student until notification has been received via email from the Housing and Dining Appeals Committee.
  4. Cancellation fee, an amount not to exceed a semester’s rental rate for the area assigned, will be applied to the student’s iRoar account based on the circumstances of cancellation.

First Year Addendum

This addendum applies to all New Students defined as New High School Students, New Graduate Students, New International Students (all students with no previous enrollment at Clemson University).

  1. Period of Contract.

This addendum and attached contract are effective and binding on the date signed and govern housing from August 15, 2026, until May 1, 2027, a full academic year contract. By signing this contract, the student agrees to all the terms and conditions outlined in this addendum and attached contract.

  1. Residency Requirements. All new, incoming students from high school (no previous enrollment) who are under the age of 21 and will be at the time of enrollment are required to live on-campus in University Housing for the fall and spring semesters. **This includes those in the Summer START/STEM program as well.
  2. New, incoming students must be 17 years of age as of October 15, 2026, to be eligible to reside in University Housing.
  3. All students under the age of 21, who desire to live with parent/guardian(s) [within Anderson, Pickens, or Oconee Counties] at the time of enrollment, must submit a University Housing and Dining Appeals Form requesting the release from the residency requirement.   1. Period of Contract.

This contract governs housing from January 2, 2027 to May 1, 2027, and is effective and binding on the date signed. By electronically signing this contract, the student agrees to all the terms and conditions outlined in this addendum and I the attached contract. 

  1. Residency Requirements.

New, incoming students must be 17 years of age as of October 15, 2026 to be eligible to reside in University Housing. All new, incoming students from high school (no previous enrollment) who are under the age of 21 at the time of enrollment are required to live on-campus in University Housing and Dining Appeals Form requesting release from the time of enrollment, must submit a University Housing and Dining Appeals Form requesting release from the residency requirement. This form may be found in the Clemson Home Portal. Students, under the age of 21, admitted under the admissions code “Special Student” are considered freshman. 

Excluding current service members, veterans, and transfer students, all first-year students who are under the age of 21 at the time of enrollment who do not live with a parent/guardian(s) within Anderson, Oconee, and Pickens counties are required to live in University Housing (on-campus) for the fall and spring semesters. 

  1. Housing Assignments.

First-time students, to Clemson University Housing, seeking an assignment for the spring semester are made only after the student has been accepted to Clemson University, signed the online Housing Contract, and paid a non-refundable Contract Fee. 

Current and former students returning seeking a housing assignment for the spring semester are required to sign an online housing contract. 

  1. Occupancy and Payment.

The contract binds a student to pay housing rental fees according to the approved rates schedule for the semester as indicated in section 1 (Period of Contract), and to abide by the 2025-26 University Housing Rules and Regulations, and the following occupancy procedures:

  1. University Housing may be occupied no earlier than 8:00 a.m., Saturday, January 2, 2027. Students who fail to occupy their assigned space by the first day of classes will be bound by this contract but may lose their assigned space and can be assigned to temporary accommodations unless prior arrangements for late occupancy have been made with the University Housing Office.
  2. If a student is approved for earlier arrival (before 8:00 a.m., January 2, 2027) or late stay (after 5:00 p.m., May 1, 2027) as indicated in section 1 (Period of Contract), all terms, conditions, policies, and regulations of this contract and any additional attached addenda are also extended to cover that approved length of time, and are therefore, fully binding on the student.
  3. University housing must be vacated by 5 p.m. on Saturday immediately following the student’s last semester exam.
  4. Graduating students are permitted to stay in their assigned space until 10:00 a.m. the day following commencement. 
  1. Cancellation of the Contract.

Once confirmation of an assignment is received, either through the self-selection assignment process, or an assignment made by the Assignments Coordinator, a student has the option to cancel their contract within 72 hours of confirmed assignment. After this timeframe has elapsed, failure to cancel as prescribed constitutes a legally, binding contract for the entire spring semester. All new incoming, high-school students are exempt from the cancellation policy due to Residency Requirements (section 2). 

The contract may be cancelled after 72 hours for the following reasons:

  1. Failure to enroll, withdrawal from Clemson University; or,
  2. Transferring to another college or university; or,
  3. Marriage (no more than four weeks prior to the wedding date); or,
  4. Circumstances determined by the University to be sufficiently extenuating as to warrant cancellation requires documentary evidence.

There will be no refund of University Housing monies during the last six weeks of the/a semester during the contract term as noted in Section 1 (Period of Contract).

Students, who request cancellation of this contract due to extenuating circumstances, must do so by submitting an online Appeals Form located on the Housing and Dining’s Appeals Committee will review the request, determining approval or denial of request, and will notify the student of the decision. Cancellation fee, an amount not to exceed a semester’s rental rate for the area assigned, may be applied to the student’s iRoar account based on the circumstances of cancellation.

  1. Housing Reservations

Housing assignments are made only after an individual has signed the online housing contract. The housing charge for all sessions chosen will post to the student’s iRoar account.

Student must be 17 years of age by October 15, 2026, to be eligible to live on campus for the Summer 2026 term.

Summer STEM/START students are required to live on campus and purchase an unlimited meal plan for the Summer Term.

This contract binds the student to pay housing rental fees according to the University payment schedule for the dates indicated in Section 1 (Period of Contract) above, and to abide by the following occupancy procedures and regulations:

  1. University housing may be occupied no earlier than 8:00 AM on the CHECK IN DATE. Students who fail to occupy their assigned space by the first day of classes will be bound by this contract but may lose their assigned space and can be assigned to temporary accommodations unless prior arrangements for late occupancy have been made with the Housing Office.
  2. University housing must be vacated by 10:00 AM on the CHECK OUT DATE.
  3. Graduating students enrolled in Long Summer, Summer II, or Summer Mini D are permitted to stay in their assigned space until the day after graduation and must vacate no later than 10:00 AM.
  1. Procedure for Cancellation

If written notice of cancellation is received by the Housing Office 14 days prior to the CHECK IN DATE, the contract may be cancelled without charge. Cancellation notices received less than 14 days prior to the CHECK IN DATE may result in a $250 cancellation fee. 

  1. Cancellation of the Contract after the Check-In Date
  1. The contract may be terminated after the CHECK IN DATE only for the following reasons: graduations; failure to enroll; marriage (no more than four (4) weeks prior to the wedding date); or circumstances determined by the University to be sufficiently extenuating as to warrant cancellation (documentary evidence will be required).
  2. Any student qualifying for cancellation under paragraph 5(a) will have their bill adjusted appropriately based on the current Housing cancellation fee schedule and/or the circumstances of cancellation. Time-stayed charges will be posted to the student’s iRoar account.

  1. Housing Reservations

Housing assignments are only made/confirmed after an individual has signed the only housing contract and paid the full amount due for housing for the summer session(s) selected. 

  1. Summer Session Housing

Bridge to Clemson students may reside in their Spring 2026 assignment for summer session if space is available. If space is not available, the student may be assigned to another apartment area. 

Should additional sessions be required to complete academic course requirements to transfer to Clemson University, students must notify Clemson Home immediately if residing in University Housing. The additional summer session cost will be billed to the student’s home residence and must be paid within ten (10) days of receipt of invoice. Failure to pay in full shall prohibit the student’s ability to transfer to Clemson University. The Tri-County Technical College transcript will be held until payment in full is received. 

Student must be at least 17 years of age by October 15, 2025, to be eligible to live on campus for the Summer 2026 term. 

  1. Occupancy

This contract binds the student to pay housing rental fees according to the University payment schedule for the dates indicated in Section 1 (Period of Contract) above, and to abide by the following occupancy procedures and regulations: 

  1. University housing may be occupied no earlier than 8:00 AM on the CHECK IN DATE. Students who fail to occupy their assigned space by the first day of classes will be bound by this contract but may lose their assigned space and can be assigned to temporary accommodations unless prior arrangements for late occupancy have been made with the Housing Office.
  2. University housing must be vacated by 10:00 AM on the CHECK OUT DATE. 
  1. Payment

Payment, in full, must be received for the desired session prior to an assignment being made. Failure to pay will result in cancellation of contract. Should student residing in an assigned Spring term space, sign a summer session housing contract and fail to pay in full, student is required to vacate Spring term assignment within 48 hours of the summer session contract cancellation. 

  1. Procedure for Cancellation

If written notice of cancellation is received by Clemson Home 14 days prior to the CHECK IN DATE, the contract may be cancelled without financial penalty. 

  1. Cancellation of the Contract after the CHECK IN DATE

The contract may be terminated after the CHECK IN DATE only for the following reasons:

  1. Failure to Enroll; withdrawal; marriage (no more than four (4) weeks prior to the wedding date); or circumstances determined by the University to be sufficiently extenuating as to warrant cancellation (documentary evidence will be required).
  2. Any student qualifying for cancellation under paragraph 7(a) will forfeit amount paid. No refunds for summer session housing will be granted after the student has checked in to assigned space. 
  1. Proper Notice of Cancellation Request

Students who desire to request cancellation of the contract must contact University Housing and Dining to receive instructions. 

  1. Appeals Committee

Students are encouraged to first contact the Assignments Office with concerns regarding the contract cancellation process. If the concerns are not resolved satisfactorily, the student is encouraged to submit concerns to the Appeals Committee. 

  1. Collection Fees

If collection Fees are assessed or attorney’s fees are expended by the University in the process of obtaining unpaid housing and dining charges, the student will be responsible for the payment of those fees in addition to the unpaid housing and dining charges. 

  1. Rental Rates

Rental rates for summer session housing are noted in Section 1 of addendum.
