Nursery stock movement is regulated by all states and foreign countries to minimize the spread of plant pests such as insects, diseases, or weeds. South Carolina's plant nursery regulations require anyone growing, selling, or distributing nursery stock to be inspected and certified.

Guideline Information
A nursery certificate tag must be attached to plant shipments to verify that the plants inside are certified to be pest-free and meet all applicable state and federal quarantines.
- Nursery Certificate Tags can be obtained from the Department of Plant Industry and expire annually on December 31st.
- In addition to Nursery Certificate Tags, nurseries may need Certificates of Quarantine Compliance (CQC) and State Phytosanitary Certificates. These documents are used when states have additional requirements that are not covered by the nursery certificate tag.
- DPI inspectors are able to provide Federal Phytosanitary Certificates for nursery stock exports to foreign countries.
- Importation of nursery stock from foreign countries require certification from USDA, APHIS, PPQ Import Services.

Nursery Shipping Tags
Shipments of nursery stock between nursery growers and dealers must comply
with the receiving state's requirements. Nursery certificate tags must meet
departmental standards for issuance and usage. Nurseries must possess a valid
Nursery Grower Certificate or Nursery Dealer Certificate and adhere to these
regulations, as well as any relevant state and federal laws, as determined by the
Department before applying for nursery certificate tags.
Each shipment of nursery stock from growers and dealers must include an
attached nursery certificate tag. Requests for these tags should be directed to
the Department of Plant Industry.
A valid nursery certificate tag approved by the Department is required to
accompany nursery stock shipments.
Nursery certificate tags will only be issued after successful completion of the
certification process and payment of any applicable fees. The Department allows
for self-printing of nursery certificate tags, provided that the requirements for
language, symbols, and tag size are met.
A nursery certificate tag, issued by the Department, must accompany each
shipment of nursery stock and confirm apparent freedom from significant plant
pests and compliance with applicable state and federal quarantines. Orders for
nursery certificate tags can be submitted to the Department of Plant Industry
